This paper studies the problems that should be solved during the sustainable development in HVAC designing. It describes the intension of sustainable development, and substantiated with sufficient data and facts, states that there exists a wide gap between china's energy resources and the huge energy demand to maintain high speed growth of its economy, that its environment has left little room for further worsening, and the HVAC industry has severely affected the environment and the energy resources. So sustainable development in HVAC is very essential.Thepaper illustrates the assessment method of sustainable development------life cycle anylisis and outlines the states of sustainable development in the world. It presents that china sustainable development should be characteristic, and shouldn't learn form abroad completely. It describes global environment deterioration, indoor air quality concern and promotion of the intelligent technology behind the progress of air conditioning technology in recent years, interprets the principles in the advancement for harmonising comfort requirements with energy conservation and energy consumption with environment protection, presents an overall survey of the techniques for air conditioning energy efficiency, trends in energy sources for air conditioning, and development in the equipment and system. In this paper, value engineering is used to appraise HVAC designing. Evaluation character conclude: safty, comfort, envionment, energy conservation, service and operation. Based on a practical heating designing of a 6 flour residence, gives 9 plans, analysis and select a good plan with the method and theory of value engineering. Higher the ualue is, better the level of resources matching is. This practical method is directed and valuable to the sustainable development in HVAC designing.
