With the construction of competitive power markets and the scale-up of power system, as well as policy measures for energy saving, environmental protection and economy, many uncertainties has increased in power system. Therefore, studying the scheduling model and coordination mechanism is extremely important for the safety and economic operation of power system, and the intellectual level of network scheduling decisions. This paper research from two aspects: the network security assessment and economic operation, the main contents as follows:Firstly, the safety power grid indexes are established. It is introduced that the static security analysis based on DC power flow and the model of power supply capacity. On this basis, the paper defines the danger index, risk index and safety index. The index system can quantitatively describe the network security situation and find network unreasonable parameters of power grid structure and components.Then, an intuitive approach is proposed which dividing the safe ranks. On the basis of the safety power grid index, the network security level is divided into six quantitative ranks which considering the expected consequences of the accident grid. At last, this paper establishes a relatively complete system of transmission network security classification.Finally, to achieve the maximum economic efficiency power, a new power system optimization model has been established which considering the power purchase minimum and power loss minimum. It is given a multi-objective optimization algorithm based on bacterial colony chemotaxis, solving Multi-objective economic operation optimization and getting the Pareto optimal solution. In the subsequent stage, in order to facilitate decision-makers obtaining the most satisfactory solution from the Pareto optimal solution, two ways are given: network loss rate constraints and a multi-attribute decision making. Considering the difference of the economy in different security levels, a method is proposed to get the best satisfactory solution which is both safe and economic.
