Water market is regarded as an important means to achieve optimal allocation of water resources, while water right is the key point of realizing water resources development, utilization, protection, management and construction of water resources market. Under the planned economic system, administrative means were carried out in water resources allocation and management in China, and the patterns such as state-support water, welfare water supply and planned water distribution were adopted in this regard, which led to a serious distortion of water resources price and low benefits and efficiency of water resources utilization. With the rapid development of economy and accelerated industrialization and urbanization, not only the water use conflicts among regions and industries, but the phenomena of industrial water diverting agricultural water and process water diverting environmental & ecological water are increasing. In order to make reasonable use of water resources and effectively ease the tension, in recent years, optimal allocation of water resources and its rational and efficient use has gradually become one of the core tasks in the water resources management area.Because of serious water shortage, in Tianjin, there are quite a few contradictions and disputes in water resources utilization of inflow rivers, lacking a unified deployment and management. What's more, the water use contradictions among upstream & downstream districts (or counties) are intensified due to complex river network, water competition for upper reaches and water rights lack of unified management and allocation. As a result, in terms of the basic theory of water right, the initial water allocation plan of Chaobaixin River was studied and analyzed by setting the upstream and downstream districts (or counties) of Chaobaixin River as the research objects. And the contents are as follows, firstly, structure characters and rationalities of water use in the favored districts (or counties) were analyzed based on the investigation of historical data; secondly, water allocation model was established based on the theory of economy & ecology benefits optimization , and thus the optimal water allocation ratios of favored districts (or counties) were calculated under different frequencies of runoff; thirdly, concrete measures for water allocation were put forward, including engineering and management measures, meanwhile, water transfer and compensation modes between upper and lower reaches were further discussed. In conclusion, results of this study not only provide a theoretical basis for water allocation of Chaobaixin River, but also serve as a primary discussion for the construction of water right management system in Tianjin.
