The construction industry is one of the principle industries of the national economy and it is an important material production sector. But also it is a high-risk, accident and occupational disease-prone fields. For a long time, the safety in the process of the constructing has puzzled the people who are engged in the construction industry and the scholars as a problem. Especially, with the rapid development of national economy, the construction industry has gained amazingly quick development. In recent year, there happened many accidents in the constructing, and the number of the accidents in one year takes on an ascending trend. In order to be more effective on construction safety management, reducing the number of accidents and safeguarding the life and property security of people, countries and enterprise, used what kind of management mode and method is the important starting point of the construction safety management. At present, Safety management in China is looking at to realize the transformation:from the dispose after accident to the prediction and prevention in the accident prophase, from qualitative management to quantitative management and from traditional management to modern scientific management . And construction safety pre-warning system establishment fully realizes the safety management of the key changes. Based on construction safety as the research object, by relevant construction management theory knowledge, modern system theory, warning theory, carry out the construction safety warning mechanism research. The folloeing are the main study contents:1. The paper analyzs the present situation of safety producing, and it compares safety management of China to the safety management in the developed countries, at the same time, it analyzs the issues of safety management and proposes the specific countermeasure .At last, it points out imminently to imminently to establish a new system of safety management in the construction industry.2. Researched into the framework of safety assessment——Safety Asswssment Criteria System in the term of the system foundation and system structural quantifying.3. The basic concept of the support vector machine theory has been introduced and the basic theoretical properties have been gone deep into discussed. Then two classical SVM algorithms and LS-SVM algorithm have been done more research.4. This paper studied Support Vector Machine's (SVM) working mechanism in safety early warning, and applied it to safety early warning.
