As an important natural resource, water resources are undergoing complex evolution because of human activities. With industrialization, increasing population, human demand for water increased dramatically. Apart with the intensification of economic and social activities and human activities on the land surface changes, the extent of human use of the precipitation will further improve. Therefore it is necessary to study the water resources affected by human activities and natural change. On the base of combination of watershed development status and future trends, predict possible future river basin land use change, water use patterns and intensity of development. Reveal the different land-use change and water resources development and water use patterns in the evolution of trends and sub-evolution rule for the Songliao basin water resources planning to provide strong support.Paper first discusses the evolution of water rule research, analyze the current methods of water resources in the evolution of rule, point out Distributed hydrological model that the evolution of rule in the role of water resources. In conclusion, based on previous ,proposed a comprehensive water resources analysis of the evolution of rule. Paper discusses the evolution of water cycle, analyze model water cycle elements of the basic rule of temporal evolution.Based on the dual cycle model ,establish the Songliao basin water cycle model, analyze Songliao basin comprehensive evaluation of water resources, so that people have a comprehensive understanding of Songliao basin water resources evaluation rules. Paper further Songliao basin water resources since the 80's the evolution of rule, obtained the main features of the basin, Model analyze rainfall in the region, land surface conditions, the impact of artificial water on the water cycle.The paper points out the main conclusions of the current research and problems. Evolution rule proposed for the analysis of water deficiency, there are many issues to be further in-depth study.In this paper we conduct a case study of water resources in the evolution of rule, fully proved the scientific method of theory, The main innovation of this paper is to build the analysis model water evolution rule, and to Songliao basin as an example on the theories and methods applied research on.
