With dramatic population growth, rapid economic and social development and people's rising living standards, increasing demand on water resources and effective usage of increasingly scarce water resources around the world face an urgent need to address the problem. With water shortage problem escalating, economic value of water resources gradually increasing, awareness and concept of water as well as water management will be significantly reformed. Water Bank, which emerged internationally in 1990s, is a new type of water resources management method and guiding ideology. Water bank is a bank of water resources, which is a media of water property right transactions, regulating water for the remaining places, saving transaction costs of water to ensure water supply safety, strenthening water management, achieving market-based allocation of water resources as an effective tool.In this dissertation, based on analyzing the successful experience and research progression of existing water bank domestically and abroad, from the aspects of water resources, economics, management to conclude the content, classification, organization forms and research status of water bank. Then major water banks around the world so far are introduced respectively, whose success is summarized from engineering, property rights, legal aspects, etc. After that, three aspects from hardware, software and construction of water-saving society in detail are listed to demonstrate the basic conditions for groundwater bank and influenial factors.Engineering measures of groundwater bank are mainly underground reservoir and related supporting systems. By researching underground reservoir through the content and development prospects, and its consistence with the functional characteristics of water bank, choice and evaluation of proposeal sites for underground reservoir and analysis of construction for underground reservoir conditions according to characteristics from different types and then investigation and evaluation are put forward. Engineering system of underground reservoir mainly includes the surface impoundment and construction works, cited infiltration recharge projects, underground dams project, groundwater extraction project, surface sewage engineering, management monitoring systems. Then, ASR, a kind of critical technology into an underground reservoir is introduced. Finally, water transportation and transferation functions of the system as well as economic, environmental and social benefits and problems are analysed.Non-engineering measures of groundwater bank are mainly water bank management models. In the first place, water bank water rights system and relevant laws and regulations system are discussed in terms of protection to legal basis of water bank mechanism, initial right to water clarity, water permit system, water rights trading market, registration publicity system of water trading, order of water rights distribution, regional water bank system from place to place (water to water) and so on. In addition, And then joint-stock company water bank, government participation in water bank, network water bank, water bank information bulletin, water bank contracts are put forward, with operation of banking system and mode of operation being analyzed accordingly, after which is water bank management from risk management and feature management perspectives. Water bank transaction evaluation and interests compensation mechanisms are presented at last. A fundamental purpose of establishing water bank is to structure water-saving society mechanism.In this dissertation, groundwater bank is taken as an example to study on the establishment of basic conditions and influential factors for groundwater water bank. A useful exploration has been done in this area which is relatively weak in domestic study in order to provide comprehensive, systematic and scientific reference and positioning for Chinese local water bank construction.
