Chaohu Lake was located at the left bank in middle and lower reaches of the Yangtze River, the middle of Anhui Province. This area was is an important economic zone of Anhui Province even the nation. Chaohu Lake was one of the five freshwater lakes in china, including 9 cities and counties which two thirds of peripheral area was bounding by Chaohu city and one thirds in west was surrounding by Hefei city. This area was traditional agricultural planting area which the agricultural production was mainly with oil-cotton, vegetable, forest fruit, aquatic, and livestock and poultry, and had more function of flood storage, irrigation, shipping, urban water supply and sightseeing. It was source of drinking water in Chaohu and Hefei.The research sources were mainly from Chaohu census data in 2004 and the data which were supplied by agricultural committee in Juchao district. The article was based on theories of environment economics and agricultural economics by using industrial economics and western economics, and combined with standard research and empirical study by adopting research methods with quantitative analysis and qualitative analysis. Took Chaohu Lake area as research object, the reasons of agricultural non-point pollution were analyzed, and proposed that the government should control non-point pollution with implementation and improvement gradually, and the controlling measures and policies in ecological compensation mechanism of agricultural non-point pollution in Chaohu Lake by using experience of other countries for reference were explored.The main body of this thesis was divided into six chapters. The research purpose, significance and the current situation both at domination and abroad were mainly introduced in Chapter 1. Chapter 2 introduced the economic theories about agricultural non-point pollution source, including EKC analysis, the failure root of agricultural non-point pollution, the specific application of environment economic instruments and externality theory. According to the survey data in pollution source of planting, aquaculture, livestock breeding industry, rural wastewater and waste, the main reasons in agricultural non-point pollution in Chaohu Lake were analyzed in chapter 3. The next chapter introduced the ecological compensation mechanism and economic instruments, including connotation, classification, guiding ideology, calculate basis in river ecological compensation standard and choice of compensation. Chapter 5 was basined on Juchao district in Chaohu city. The concrete implementing scheme of rural clean demonstration village construction was taken by Juchao district, including sewage processing and rainwater collection, garbage collection and resource processing, beautification of village, resource processing of crop straw, courtyard environment regulation, cultivation of pillar industry and rural property management, and introduced the subsidies by nation and local was analyzed. The most important part was controlling measures and policies in ecological compensation mechanism of agricultural non-point pollution in Chaohu Lake from funds, policies, market, industry and others compensation by horizontal and vertical in chapter 6. The horizontal factors referred to farmers, government, relevant departments, industries and markets, and the vertical factor was support in financial, legal, personnel and technology. The measures and policies of ecological compensation mechanism became more deeply and more practically to control agricultural non-point pollution in Chaohu Lake in order to highlight the importance of research.Finally, the investigative conclusion made: (1) it was necessary to pay more attention to play a promotion role of measures and policies in ecological compensation mechanism on controlling agricultural non-point pollution in Chaohu Lake; (2) because of the difference in pollution reasons on non-point pollution, the government should put forward different ecological compensation policies to different industries, but at the same time, it was urgent time to positive explore the diversifying compensation ways in government leading, market operation and public participation; (3) Each kind of measures and policies made intersection mutually, and it should control non-point pollution with implementation and improvement gradually. The government played a leading and supervised role and the market played a regulative role in controlling agricultural non-point pollution; (4) the ecological agriculture should focus on optimizing agricultural resources, using pesticides and fertilizers scientifically, speeding up the construction in resource utilization of agricultural waste and the construction of rural renewable energy, implementing rural clean project, promoting changes in agricultural growth and agricultural sustainable development as centre, and improving ecological province and new socialist countryside, agricultural virtuous cycle and increasing agricultural production capacity comprehensively as aim; (5) It was necessary to optimize the farmers'behavior, and encourage agricultural scale management by various kind of land circulation to develop the modern agriculture without the influence of the farmers'planting habits; (6) it could choose the environmental protection industry as key industries, using the development of biological and genetic technology, setting up technological exchanges market with east and west resources in Chaohu area; (7) it should increase investment and strengthen ecological environment warning monitoring, management and protection with relying on scientific and technological progress, and establish agricultural ecological system in optimal using of agricultural resources, high-quality and safe agricultural products, good agricultural ecological environment, and coordination with economic and social development in Chaohu area through 10-15 years of efforts. The ultimate goal was, the ecological protection beneficiaries could obtain the corresponding compensation, the ecological environment investors could receive reasonable repayment, and the destroyer should pay the corresponding expense.
