The output of home scrap and sludge in china is enormous, burning is one of the effective ways of waste reduction, elimination of hazards.However, the content of the garbage and sludge is complex, and with high moisture, it is difficult to realize the direct burning. Mixing garbage and sludge with other raw materials for combustion to improve the whole value, so as to improve the combustion characteristics of low calorific value fuel.The present paper is based on preliminary test, blending the garbage, pretreated municipal sludge and coal together, and adding amount of accelerant and desulfurizer, making solid fuel. In addition, summarizing the absence of earlier experiment, again taking various raw materials as the factor, the different allocated proportions are levels, designs L16(45) orthogonal test, namely by A (trash: The powdered coal), B (sludge), C (sawdust), D (supporter of combustion MnO2), E (sweetening agent calcium hydroxide) is the controlling element, according to the L16(45)orthogonal table. Dertermining the solid fuel by compressive strength, water strength, water-dry strength, thermal stability, calorific value, desulfurization ratio and fixation of chlorine ratio.Then taking thirty-five tons of solid fuel as the scale per day, according to the chosen combination, budgeting cost of each ton fuel. draws the following conclusion:(1)Verifying test: except for dry strength and thermal stability, which are greater than the orthogonal table and other index values, most index is smaller than the maximum index.(2)Optimization experiment: mechanical properties (compressive strength, water strength and water-dry strength) and solid sulfur maximum rates have increased to certain extent, but thermal stability and calorie is lower than preliminary test.(3)Cost: according to the technological process and fuel production scale, adding the equipment cost and operating personnel cost, the fuel cost is 366.592 yuan per ton, and the lowest cost of coal from between 500 and 700 yuan per ton, lowest cost of shaped coal for 450 yuan per ton. But the calorific value of each other is different, totally the organic waste fuel cost is the lowest.
