| Today, How to achieve sustainable development is a hot issue. We recognized that relying solely on controlling pollution in the end to deal with the relationship between development of industry and the environment can no longer meet the demands of the development of human society. Eco-Industrial Park is the product of territory which people research in for many years . It is an important research field of Industrial Ecology.The building of Eco-Industrial Park can optimize the input and output of material and energy between different enterprises,and the natural ecosystems within the region, minimizing the waste generation, improving the quality of People's lives constantly. With the deepening research on the theory and the method of Eco-Industrial Park continuously, It will become an important model of coordinating roundly between industrial activities of human and the natural ecological environment. And It will have a profoundly impact on theory and practice of the sustainable development.1.In this paper, through comparative analysising of theory model and practice model of domestic eco-industrial park and international ,putting forward the practice mode of building eco-industrial park in China and discussing the choice of cooperation strategic partnership in the time of constructing ecological park. The choice mode of quantitative analysis were upbuilded.which by using AHP to select enterprises and departments. Then,we will choose the better one.2.For dealing with the existing problem of ecological reconstruction the ecological park, putting forward eco-industrial link to figure out the problem. The content, features, architecture and construction of ecological industrial chain were researched. It also explained the principle of eco-industria chain method which is used to rebuild the integrated ecological park.3.Through researching and analyzing of the literatures, this paper creating a conceptual framework of Safety Evaluation for Regional eco-environmental system,basing on the mode of P-S-R(Pressure—state—response),And creating a Safety Evaluation mode for measuring the degree of safety of eco-industrial park regional Eco-environmental system.4. Basing on analysis the conditional of Tianjin Economic-Technological Development Area(TEDA),and using practice mode of eco-industrial park construct and the eco-industria chain method,this paper demonstrational analysis onTEDA and brings forward feasibility advices for building TEDA. At the same time,this paper puts up safety evaluation on safety degree of TEDA'S regional Eco-environment system from 2004 to 2006, basing on making use of EIPs'regional Eco-environmental system safety evaluation model. It can be seen that the safety degree of TEDA's regional Eco-environmental system is improved year by year.
