Land is the most basic natural resource of the human livelihood and development, is the material base of the human livelihood and development. The region land use change research is the important aspect of land use change research, At present our country carries on the region land use change research stresses on the city land use change as well as the influence of land use change to the ecological environment. Carrying on the analysis of the region land use change, we can promulgate the rule of the land use, understand the reason and mechanism of the land use change, thus adjust humanity's all kinds of ativities, plan and use land reasonably, and realize the sustainable development of the region land.At present our country's economy develope fast, bring the problem of how to develop and the manage the region land resource reasonably, we have to discuss the new technology and the new method used in the region land development and utilization. The remote sensing technology, can provide more stages and wide range land use information, using these real-time effective remote sensing information, we may carry on the dynamic monitor to the region land resource and grasps the region land use change promptly. BaiYangdian is the important wetland of our country, becourse of the economical fast development, the land contradictory of BaiYangdian Rim is remarkble day by day, the ecological environment encounters the serious destruction, so, carrying on the dynamic monitor using the remote sensing technology, may understand the current land use condition, will provide a reference for the reasonable plan of land use and the protection of ecological environment.The present article obtains three times present situation data of the land use by interpretting three time remote sensing phantoms, analyses the characteristic of land use quantity change and the spatial change in BaiYangdian Rim, promulgates the land use quantity change scope, the speed, the region difference of the land use type change as well as the change of land use degree in this area, calculated the ecosystem service value and analyzed its change in this area, analysis the mechanism of land use and the ecosystem service value change by computating land use dynamic degree, the relative change rate of land use type and the land use degree, results show:(1) 1990-2007, the cultivated land area in BaiYangdian Rim reduced 12086.70 hm~2, the water area reduced 8068.23 hm~2, the unused land area reduced 6802.43 hm~2, the cultivated land experience the biggest reduce, the construction land area increased 26065.25 hm~2, The forest land area increased 1767.27 hm~2, The lawn area has the increase, but the scope is not big, the cultivated land, construction land and water area are the main changing type.(2) By computating the land use dynamic degree, we discovered that: in BaiYangdian Rim, 1990-2000, the cultivated land, the water area and the unused land with yearly decrease rate of 0.46%,1.60% and 4.74% respectively, the construction land, the forest land and the lawn with yearly increase rate of 2.82%,1.21% and 8.92% respectively,2000-2007, the cultivated land, the water area, the lawn and the unused land with yearly decrease rate of 0.31%,1.40%,2.85 and 6.32% respectively, the construction land and the forest land with yearly increase rate of 1.53% and 1.07% respectively. Besides the unused land, the second stage's yearly change rate is smaller than the first stage, generally speaking, the speed of land use change in BaiYangdian Rim for 17 years is fast.(3) On the region difference of land use change, the region difference of the all kinds of land use type of the two stage have wide difference. Generally speaking, for 17 years the land use change existence obvious region difference.(4) The land use degree in BaiYangdian Rim in 1990, in 2000 and 2007 respectively was 300.14, 310.06 and 315.09, the land use degree enhanced 9.91 from 1990 to 2000, the land use degree enhanced 5.03 from 2000 to 2007, the land use degree enhanced 14.94 from 1990 to 2007, the land use is in developing period in this area in the research period.(5) During 1990-2007 year the ecosystem services total value quantity in BaiYangdian Rim reduced 436.57 million Yuan, reduced 13.70% compared with the total value quantity of 1990. The primary factors of the reduction of the ecosystem service total value quantity of this area is the reduction of the water area.(6) The primary factors of influencing the land use and ecosystem services value change of BaiYangdian Rim include natural factor, population growth, economy level of development and policy. Among them, the economical development and the population growth are the important attributes which the influence the change of cultivated land and construction land, the reduction of precipitation is the important attribute affecting the change water area.
