Management of the medical waste of the sanitation organization is an indispensable part of the modern hospital. For hospital is the main site where the medical waste is produced, the management of the medical waste has great to do with the overall management level of the hospital. As the development of the environmental protection and the rising of the environmental conscious and the self-protection of the people, the inadequacy of the medical waste management has been exposed while the project of public health is facing new challenge.This paper employs several methods such as documentary, interview (including questionnaire, survey of the locale and the investigation) and ISM to study the situation of several hospitals in Zhabei District of Shanghai and found that: the social management of the medical waste is not satisfactory; the management leads to the increasing of the cost in the medical organization; the unification of the standard of the medical waste division is not established; the policy and system for management is not effective in clinic practice. The lack of scientific and systematic management of the medical waste increases the cost of the hospitals. Based on the research and analysis of the present condition of medical waste management in Zhabei, an ISM is established which shows that the management short of scientific and systematic methods. Utilizing the ISM, the element which directly affects the management is found to be the disagreement of the requirement from the supervising departments. And based on the research above, the paper raises the strategy and construction blue print to limit the cost on the medical waste management and decrease the cost on the medical accident and the environmental pollution which caused by the medical waste spread, which generates direct or indirect economic benefits. The conclusion of the research offers a reference and objective evidence for the medical organization in this district or even for the comprehensive hospitals.
