OBJECTIVE: The traditional Chinese medicine industry is a field that has national characters and unique advantage in the industry field of our country. It is the industry that has high-tech content and enormous development potentiality too. As a focal point of the medical industry which is a pillar of the economy of Sichuan, the traditional Chinese medicine industry receives more and more concerns in recent years. However, with competition level of traditional Chinese medicine industry upgrading, what industry's main economic indicator of traditional Chinese medicine of our province ranks in the whole country is gliding year after year, indicating its development prospect is very severe. So how to find out the very crux causing the current situation as soon as possible, and take the effective measure to the question, promote the competitiveness of traditional Chinese medicine enterprises of Sichuan Province in keen competition, has already become a problem urgently to be solved. Meanwhile, up till now, the study of competitiveness of traditional Chinese medicine industry is still remains in the elementary level, need developing in depth. So, this text aims at synthetical method to analyze competitiveness of traditional Chinese medicine industry of Sichuan deeply, in the hope of drawing a more objective and persuasive conclusion, putting forward the countermeasure and suggestion for the benign development of the traditional Chinese medicine industry of Sichuan, and offering some new thoughts for the study of competitiveness of traditional Chinese medicine industry.METHODS: This text adopted Positive and Normative Analysis, Qualitative and Quantitative Analysis, Abstract Analysis, Comparative Analysis, etc. After analyzed decisive factors of competitiveness of traditional Chinese medicine industry deeply, referring to characteristics of traditional Chinese medicine industry, this text formed the logic picture of the key elements. Then under the guidance of logic picture, this text chose quantitative key indexes that can reflect level of competitiveness of traditional Chinese medicine industry synthetically and brought them into the index system of evaluation, adopted Fraction analysis to compare the traditional Chinese medicine industry of 30 provinces and cities of the whole country. Because indexes that can win the data are mostly industrial financial indexes of traditional Chinese medicine industry, reflecting existent competitiveness, such as enterprise competitiveness and structure competitiveness directly and environmental competitiveness and basic competitiveness indirectly, in order to reflect the competition potentiality of traditional Chinese medicine industry of Sichuan Province better, before carried on quantitative analysis, this text appraised basic competitiveness and environmental competitiveness at first.CONTENTS: This text is divided into 7 parts: First part, The preface, included research background and purpose, research approach, research contents , technology roadmap; Second part, on the basis of defining the traditional Chinese medicine , traditional Chinese medicine industry's concept, this part described four major economic characteristics of traditional Chinese medicine industry, established the foundation for the analysis of decisive factors of traditional Chinese medicine industry further. The third part analyzed in depth the composition factors and interrelation of traditional Chinese medicine industry, summed up eight major key elements , four major competitiveness and formed the logic picture of the key elements, setted up competitiveness evaluation index system of traditional Chinese medicine industry; The fourth part, after adopted Qualitative Analysis to appraise basic competitiveness and environmental competitiveness at first, this part chose quantitative key indexes that can reflect synthetical competitiveness of traditional Chinese medicine industry, brought them into the index system of evaluation, and adopted Fraction Analysis to compare the traditional Chinese medicine industry of 30 provinces and cities of the whole country. The seventh part is a conclusion, summarized content of the full text, and pointed out the weaknesses of the text.CONCLUSION: The basic competitiveness appraisal results show that Sichuan has traditional Chinese medicine resources various in style, great in quantity, with excellent quality; skilled personnel there is numerous and scientific research is influential, so the comparative advantage of this part is outstanding; but the financial system of traditional Chinese medicine is imperfect with narrow financing channel and insufficient funds, which has become a bottleneck of the traditional Chinese medicine industry. The environmental competitiveness appraisal results show that Sichuan Government pays close attention to the developing of traditional Chinese medicine industry and actively supports the industry in a more cost-effective manner through the measures, such as tackling the key research project, support on policy, construction of base of scientific research, etc. So it has offered a good policy environment for traditional Chinese medicine industry. The synthetical competitiveness based on Fraction Analysis results shows that synthetical competitiveness of traditional Chinese medicine industry of Sichuan is relatively strong, but factors of it develop unevenly: industry scale, production efficiency and production equipment lead in the whole country with remarkable competition advantages; the market achievement is average; The growth potentiality and the fund runs competence are in inferior position, putting bounds to synthetical competitiveness of traditional Chinese medicine industry to improve further. There are seven restrictions of competitiveness of traditional Chinese medicine industry of Sichuan: Financial support is not enough; Industry's scale and concentration degree need to improve further; The relatship of industry chain is loose; The mechanism of scientific research management does not meet the needs of traditional Chinese medicine modernization; Enterprise's management and administration is backward; After GMP authentication, production is surplus; Marketing ability is weak. Therefore, we can proceed with the following seven respects to deal with these seven major reasons and improve competitiveness of traditional Chinese medicine industry of Sichuan Province: offer more financial support; promote strong enterprises to become big and powerful; optimize and lengthen the industry chain of traditional Chinese medicine of Sichuan; reform mechanism of scientific research management which doesn't meet the needs of traditional Chinese medicine modernization ; improve enterprise's managerial skill; deal with production surplus after GMPauthentication; improve marketing ability.INNOVATION:For the first time, this text gives specific meaning to the model ofPotter diamond from a view of traditional Chinese medicine industry,and puts forward composition elements of competitiveness oftraditional Chinese medicine industry of its own.For the first time, this text brings in Fraction Analysis on the processof appraising competitiveness of traditional Chinese medicineindustry.
