The sustainable utilization of water resources is the foundation and condition for sustainable socio-economic development. Healthy water environment as well as adequate pure water is an important guarantee for implementing the sustainable development strategy of China in 21 century. River as water carrier is an important component part of surface water resources and plays an important role in regional water environment and economic development. In recent years however, along with the acceleration of urbanization and industrialization process, a large amount of industrial waste water and domestic sewage discharges to the rivers, which deteriorates the river water environment increasingly.Xiaoqing River, which originated from springs in Jinan City is the only local originated one out of three main rivers of Jinan City. With the rapid development of industrial economy and the urban population growth, urban sewage discharge volume has increased rapidly too. Xiaoqing River has become an unclosed sewage channel. The environmental deterioration seriously impacted the entertainment function of Xiaoqing River on landscape. Therefore, the Xiaoqing River water pollution control work is urgent. It is significant to find out the water environment situation objectively and figure out the pollution capacity of the waters.The study object of this paper is Xiaoqing River in Jinan urban district. Based on the research results of previous studies and the characteristics of the waters, this paper establishes a suitable model to evaluate the water environment quality and capacity of Xiaoqing River. The specific contents are as follows:(1) The vague concepts of river water system are usually relativity or dynamic variability in the complex environment under conditions combined certain time and space. This paper evaluates the water environment according to the variable fuzzy recognition model of Theory of Engineering Variable Fuzzy Set and then identifies the main issue in the water environment and its influent factor.(2) Establish water quality target to renew this river's instinctive nature function. Select one-dimension model to calculate the river water environment capacity under 90% and 75% design frequency.(3) This paper imports uncertainty theory into water environment calculation. It calculates the interval value and corresponding credibility under 90% and 75% design frequency by using unascertained rational number. The result reflects more instances, which can supply more scientific basis for water environment renew.(4) Establish contamination decreasing goal according to the calculation result. Put forward measures in reason to father Xiaoqing River water environment.
