Sustainable development has already been the best developmental model to harmonious development among territorial society, economy and environment. However, based on sound assessment model and index system, territorial sustainable development can be evaluated accurately. Chaozhou belongs to developing region of Guangdong province, and its economics is on the ground of initial stages, evaluating its developmental state accurately, finding out and controlling primary influential factors to economic development, all of which are will good to harmonious development among economy, society and environment. In this paper, based on summarizing both internal and external status quo of studying on sustainable developmental indicator, form two aspects of sustainable development, which are development and sustainable, HDI which is used to weigh development and ecological surplus which is used to weigh the sustainable degree are adopted to build EF and HDI index system respectively. On the basis of these indexes, sustainable developmental state and current of Chaozhou have been evaluated. On the basis of introducing the index systems of ecological footprint and human developmental index, the ecological footprint and human developmental index analysis methods are particularly discussed. Afterward, the writer analyzes the problems of population, resource, environment and economics of Chaozhou, and then ecological footprints and human developmental index of Chaozhou have been calculated, the forecast models of ecological footprint and human developmental indexes have build up. At last, on the basis of these forecast models, sustainable developmental current of Chaozhou as far as 2010 is forecasted.
