This text takes Cihu Lake in Huangshi City as an example, compiles and researches its water environmental prevention planning during "The eleventh five years". This text summarizes the environmental planning during "The tenth five years" in Huangshi city and finds some problems in environmental planning: ①The investigation and evaluation of the actuality of Cihu Lake is not all-sided and systemic, and is short of the methods of evaluation. ②The targets and indices of the environmental planning during "The tenth five years" in Huangshi city are confirmed without scientific gist. ③The environmental capacity is not calculated in the environmental planning during "The tenth five years" in Huangshi city. ④The water environmental forecast is not forecasted quantitatively without the model. ⑤The measure of prevention and management is not concrete and specific. ⑥The key projects are not demonstrated in the economics angle. The projects are constructed blindly without sufficient theory. ⑦The public participation is not brought into the environmental planning in Huangshi city.This text carries out a principle of harmony between economy and environment. This text settles and researches about above-mentioned problems in the environmental planning during "The tenth five years" in Huangshi city. Firstly the pollution headwaters, water quality, eutrophication and sludge in the bottom of Cihu Lake is investigated and researched across-the-board. The pollution headwaters of Cihu Lake are investigated and analyzed from the point source and the area source. The result indicates that the domestic pollution has already been the primary pollution factor of Cihu Lake. Then the water quality is evaluated by the methods of single factor pollution exponential and integrative pollution exponential. The result shows the province controls are medial polluted and the city controls are serious polluted in 2005. The status of eutrophication is evaluated by the method of the integrative trophic state. The evaluation of the sludge in the bottom of Cilu Lake indicates that copper, nickel and zinc are primary pollutants of the heavy metal. Based on the actuality of Cihu Lake, some urgent problems are founded. Secondly the functional section of the water area is compartmentalized and the target and index value are established by evaluating the status of primary pollutants and analyzing the use function of Cihu Lake. Thirdly The water environmental capacity including COD,NH3—N, TN and TP is calculated respectively by the in-out mode, zero dimensional model and shallow pool nitrogen- phosphorus model. The result shows Cihu Lake has not the environmental capacity. Fourthly the total quantity and quality of the primary pollutants are forecasted by Grey Model and the method of multivariate linearity regression.
