Water resources is not only a basic natural resource of controlling eco-environmental and substance bases of all society development, but also a strategical economical resource. It is also an important part of a national comprehensive power. In the arid area, especially in the Minqin oasis, lower reach of the Shiyang river, short of water resources, greatly dry climate, and the eco-environment is greatly vulnerable: groundwater resources is over-exploited seriously, and the level of groundwater is continuously declining rapidly in Minqin oasis, in the lower reach of Shiyang river, the grade of the groundwater mineralization is more higher than before, the vegetation is degrading, more and more land is becoming desert and salty land, the issue of more and more serious eco-environment problem has threatened the people's survival and the development of economy greatly, and block the sustainable development of the society and resource.This paper is composed of 7 parts. Chapter 1 expounds the purpose^ the trends ^ the main content and the method of the research; in chapter 2, the nature geographical situation > society economy x eco-environment status is presented; theory system and calculation method of eco-environmental water demand are studied in chapter 3; research strict is taken for example to calculate eco-environmental water demand in chapter 4; in chapter 5, the vulnerability of eco-environment is assessed by fuzzy matter element model; in chapter 6, the goal and the main measurement are brought forward; the last chapter is the result of this paper. This paper attains some fruit.1. The theory research system and the exactly quantified method of eco-environ mental water demand is founded, including the conception, characteristic, connotation and the calculation model of the eco-environmental water demand, and the restriction of water quality is introduced into the definition of the eco-environmental water demand. In this special research strict, we consider the universality and the particularity of the research district, Eco-environment water demand for restoration the level of groundwater is brought into the category of the eco-environmental water demand, and quantified, which offer the base of the eco-environment building and programming and using water resources.
