Studies On Ecological Demonstrative Region Construction In Hongjiang City

Ecological demonstrative region is based on the principle of economics, adjusting and optimizing physical, economic and social system in one region. Hongjiang City lies in the west of Hunan Province, its economic is not so good, ecological environment is good on the whole, for the sake of structure is agriculture oriented.The quality of environment in Hongjiang City is good. In 2000, soil use rate is 89.7%, forest covering rate reach 62.2%. The air quality is poorer and acid rain frequency is 76.6%. On the whole, water quality is better. The quality of the earth's surface water is II class. Sound in county seat is 55.2db. Ecological destroy in Hongjiang is so bad that the forestry quality decrease, soil eroding speed up and biodiversity become less. Agricultural pollution is more serious.Industry construction is unreasonable and economic efficiency is low in Hongjiang. Although exploitative agriculture has formed, yet farm produce is single. Processing technology is so lagging in industry that efficiency is low. The third industry is not blossom. The ability of industry to utilizing agricultural by-product is poor, therefore it effects agricultural income improving and sustainable development. At the same time, support of agriculture to industry lack and it effects form of characteristic industry. The service function of the third industry to industry and agriculture is so bad that it effects development of industry and agriculture.Three eco-economic functional zones should be divided in Hongjiang as: hill garden and industry developing zone in west of Hongjiang; plain agriculture and town industry zone in middle of Hongjiang; forest, food and herd zone in east of Hongjiang. Construction of ecological demonstrative region in Hongjiang should be combined with natural resources utilization, pollution prevention and cure, resources protection. The key field in ecological construction includes ecological agriculture, ecological forest, ecological industry, green and organic food foundation construction, small town construction and environmental pollution control.Construction of ecological demonstrative region in Hongjiang is a systemic project. The government should establish management and law measure to ensure that every item was finished. At present, it is important to accelerate agricultural industrialization, to prevent air pollution and to protect plantation.
