Construction Of Region Total Pollution Charge Model

The purpose to study Total Pollution Charge System by economic means is to supply the theoretical basis for the reform and the environmental economy policy system, so as to make The Pollution Charge System in China meet the market economy demands and environmental protection better, and to show the double functions of economic stimulation and financial collection. It is also a practical activity for "to promote the sustainable development by utilizing the effective economic means and other ways facing to the market" , put forward by 《China 21 Century's Agenda》 .The genuine property of the Pollution Charge is that the people who make pollution are responsible for their pollution behavior; it's the compensation on environmental damages. The current pollution charge policy has obtained great achievement, at the same time there are many problems about it, such as the charge standard is very low. The general aim of reforming the pollution charge system is to build a new system absolutely. It should be fit for the market system and the actual condition of the regions in China, be capable of fulfill the needs of Chinese environment management, be able to promote the surveillance of pollution and increase the fund accumulation, improve and enhance environmental qualities.Firstly, this paper does some research on the foreign and domestic pollution charge system after collection of many different data. Secondly, based on the theoretical research, the water and air pollution charge standard is calculated by marginal cost means, waste solid pollution charge standard is calculated by land opportunity cost means and noise pollution charge standard is calculated by eliminative cost means.Thus this paper carries on the. microscopic analyses, which include the region actual condition and the goal of the total amount control. This paper establishes the model of Region Total Pollution Charge in China. The model can solve the problem of how to collect fees from the factories which have produced pollutants under the total amount control.Finally, this paper carries on the pollution charge research to the WenJiang area (ChengDu) by the model of Region Total Pollution Charge, which is aimed at inspecting the relations between the change of factory's economical decision-making and the environmental protection goal. Then it discusses the effect of the pollution charge which can reduce the polluted discharge and enhance the standard of polluted discharge under this model, sothat the factory would increase the environmental protection investment.It can provide some useful theory and the practice value, which is about the pollution charge changes from the pure control of pollutant total quantity into the effective disposition of environment resources.
