With the development of western region, the strategy of "One line and Tow Bands" has been pointed out in Shaan'xi province, in order to spur on the economy of Shan'xi province comprehensively. Xi'an, the most important city in "One line and Tow bands", a series of problems of environmental pollution has been brought out with the development of the economy.
