In 2005,a new round of revision of land use planning(2006-2020) work was begun in the whole country. The most important issue of land planning is how to use land reasonably to achieve harmonious development of economic, social and ecological effects, which become a major issue currently facing. Naturally, Ecosystem services and land use is a pair of mutual-constraining paradox. Change of land use change cause the change of the square of the Ecological service, type and size of service function, which lead changes in quantity of ecosystem service value. The unreasonable land use will result in the degradation and even loss of eco-system services, which would affect the sustainable development of our society. With the continuous appearances of land use problems in some areas and the deterioration of ecological environment, scholars pay more and more attention to the function and value valuation of ecosystem services.The rational land uses should be guided by the changes of ecosystem service value quantity.In this article, based on definition of relevant conception and theoretical analysis, firstly, we analysis the range of land use types, the dynamic degree of utilization changes in Zaoyang city in 1998-2007, then we research it's driving force. Secondly, we get the total value of ecosystem services and individual values of Zaoyang in1998-2007 though the ecosystem service value coefficient method, and to analyze the reasons causing changes in the value. At last, we discussed the influences that the changes of land use will bring to ecosystem service value,and make the correlation analysis of ecological services value and land use types.Based on the above analysis, we would like to make following suggestions on the land use planning of Zaoyang:Firstly, we should enhance the value of ecological services through exploiting unused land to develop suitable land for forest, park, grass and arable land. Secondly, we should control the unreasonable expansion of construction land, use land for construction conservable and intensively, and reduce the negative impact to ecosystem services function and value. Thirdly, we should optimize the structure of land use in order to improve the economic output of a unit area under the condition that ensuring no reduction of social or ecological benefits.
