With continued development of the international economic and trade every industry needs to grasp market trends and information. The information construction and management of modern port industry become increasingly important. The port cargo throughput is a rain glass of the flourishing degree in economy of a port, and other statistical indicators are also reflected to the degree of a port construction and development. But there are not much prediction and analysis of statistical information in the port information system now; the port enterprise groups mostly get the information of port construction and shipping market through statistical reports. The complex statistical reports have fixed patterns; they can not be predicted and can not effectively support the decision-making. Therefore, providing an effective inquiry and designing the forecasting methods, developing a port statistical decision support system can make up for the deficiencies of the port strategy, and they can guide the port's planning and construction, they have important significance for realizing the port information system and promoting the development of regional economic.This paper introduces the relevant theories of the development of the port statistical decision support system, and then focuses on the design of the port statistical decision support system. According to the process of system development this paper discusses the following:First, according to the main demand of statistical inquiry and decision making, this paper analysis and design the process, then make overall and detailed designing of the system, then predict the throughput as an application example of the system, and provide the results of analysis and prediction. Finally, this paper summarized the scheme deficiency, and the work to do in the future.
