In the recent years, Chinese highway, aviation, railroad, traffic-on water and city transportation have been developing. People are paying Comprehensive attention to the effect of meteorological disasters on the quality and safety of transportation. Among them, the influence of the low-visibility processes caused by fog, rainfall and other weathers on transportation have been special great. In view of this new developing situation of our national transportation, a new task in the contemporary Chinese meteorological research and service has engendered. This task is to program and build traffic meteorological monitoring network system, establish the transportation meteorological information system for low-visibility environment, deliberate the meteorological disaster forewarning and drawing-on forecasting techniques suit for the management of traffic, and explore a new mode of transportation meteorological service.Based on the traffic meteorological monitoring, in this thesis, a transportation meteorological information service system giving the priority to forecasting low-visibility weather processes was constructed and the corresponding monitoring, forewarning and service techniques were discussed. The relative research fruits and project system have been applied successfully to the daily practices of 'Integrated Meteorological Guarantee System for Shanghai—Nanjing Freeway' and 'Meteorological Guarantee System for the Safety-on-water in Jiangsu Section of Yangtze River'. In the same time, a new mode of the cooperation between the meteorological professional departments and transportation administrate institutions was explored.Under the assistance of operational system Windows 2003 for server version and database MS SQL 2000 for server version, in this thesis, the designing and implement of the information service system were formed by the mode of C/S(Client/Server) and the way of ADO calling object stock. The programs of the system software were compiled in the environment of Visual C++6.0 language.In this paper, the frame and function of a traffic meteorological monitoring station developed allodium was introduced briefly. The methods of monitoring and supervising traffic information sources and the way of controlling the quality of the data were submitted. The designing considerations and schemes of transportation meteorological information system were presented in detail. These considerations and schemes included the fabrication and implement of the database, the construction and realization of the network system for sharing information, the function designing and actualization of the real supervising system and the indexing and inquiring management system, the means of excavating practical data and so on. The other research results related with this thesis showed as followed: (1) the boding characteristic of engendering low visibility fog was detected. (2) the relativity between severe rainfall and low visibility was discussed. (3) The forewarning and drawing-on forecasting techniques of the low visibility process were brought into the professional work in the practical application and it achieved the application and service effect as expected in the function designing of the system. Consequently, Two cases of the practical demonstration project were accorded. (4) These researches revealed a good foreground for popularization and use of the system.
