Soil and water conservation project referred to the establishment of the State investment in preventing soil erosion special projects, which could be divided into national levels of financial investment treasury bonds and foreign investment projects. Project management referred to those which had been feasibility studied, project planned, approval procedured for the implementation of the Soil and Water Conservation Project for standardized management in the actual work. Different levels of management needed to meet different business requirements. County Soil and Water Conservation Project was an an organizational and management that throughout the county to control soil erosion and improve ecological environment, the development of local economy and the construction of ecological agriculture. County soil and water conservation part was made to be the bridge, which was thesuperior to deploy the direct perpetrators, while it also was the basis of first-hand from the data reported to the task.Through the in-depth analysis of the county soil and water conservation features and operational requirements, it designed and developed the county soil and water conservation management information system based on GIS. In this paper, such as follows were discussed, the construction of the system construction background, objectives, the basic theories, principles of system design and operation environment, frame structure and supporting technologies, system functions.The results of the study was a desktop version of GIS applications, which contained to establish collecting data acquisition, data storage, data analysis, data integration and management. It has supplied the county level water and soil conservation management information construction a new pattern, provided the data strut to the County level basic unit of the National Soil and Water Conservation Monitoring Network and MIS, made contribution to the conservation of water and soil information construction.
