Research On China’s Public Health Assistance To Africa In The New Era(2012-2022)

Since the 18 th National Congress of the Communist Party of China,China’s public health assistance to Africa has made important achievements.Especially since the outbreak of COVID-19,China’s public health assistance to Africa has reached an unprecedented new height.Through public health assistance,China has built a closer health community with African countries,setting a good example for the building of a community with a shared future for mankind.Conducting research in this field is of great practical significance for promoting China’s public health assistance to Africa and participation in global public health governance in the post-COVID-19 era.At the same time,it has important theoretical value in enriching China’s foreign aid theory and public health governance theory,helping to promote the construction of China’s independent knowledge system and international discourse power,and providing China’s wisdom and solutions.Guided by Marxist theory and using various research methods,this paper provides a systematic historical survey of China’s public health assistance to Africa in the past decade of the new era,condenses and summarizes the effectiveness and experience of China’s public health assistance to Africa,analyzes its shortcomings,and then proposes recommendations for improvement in order to improve the effectiveness of assistance and achieve better and faster solutions to public health realities in Africa,with a view to playing a greater role in global public health governance.Specifically,this paper is divided into seven chapters to study China’s public health assistance to Africa in the new era.Chapter 1 is the introduction.This chapter mainly clarifies the background and significance of the research,systematically analyzes and reviews the current status of research on China’s public health assistance to Africa by sorting out relevant research results at home and abroad,clarifies the logical thinking of the research,the research methods used and the innovations and shortcomings of this paper on the basis of a clear research theme,and defines the concept and connotation of public health discussed in this paper.Chapter 2 is the background and theoretical basis of China’s public health assistance to Africa in the new era.The goal of China’s public health assistance to Africa is to help Africa improve its public health governance capacity,which is an inevitable requirement for building a solid China-Africa strategic partnership and a proper requirement for building a community of human destiny.At the same time,China’s public health assistance to Africa has its scientific and theoretical basis,which is guided by the international cooperation theory and public health thought of the classical writer Mann and the foreign aid thought,public health thought and South-South cooperation theory of the Chinese Communist Party leaders.Chapter 3 is a historical review of China’s public health assistance to Africa.This chapter systematically reviews China’s public health assistance activities to Africa before the new era in three historical stages.Through a systematic review of the history of China’s public health assistance to Africa,it can be seen that China has gradually increased its assistance to Africa in the field of public health and opened up a new mode of public health assistance to Africa,laying the foundation for China’s comprehensive public health assistance to Africa in the new era and the opening of a new phase of China-Africa mutual public health cooperation in the context of the new crown epidemic.Chapter 4 is the comprehensive launch of China’s public health assistance to Africa in the new era(2012-2019).This chapter mainly reviews China’s assistance to public health in Africa since the 18 th CPC National Congress and before the outbreak of COVID-19.During that period,the Chinese government for the first time helped Africa successfully deal with the Ebola virus,an international public health emergency.At the same time,China has taken an all-round part in Africa’s public health governance,including the following: AIDS,malaria and schistosomiasis prevention and control projects;Expanding multilateral assistance models;Supporting Africa in building a disease prevention and control system;And so on.It can be seen that in the new era,China’s aid to Africa is more diversified in forms and fields,and its international influence is more significant.Chapter 5 is the opening of a new stage of China-Africa mutual assistance and cooperation in public health(2019-2022).This chapter mainly analyzes the practice of solidarity between China and Africa in the fight against COVID-19 after the outbreak.To be specific,under the guidance of the new vision of a human health community,China and Africa have strengthened the bond of solidarity against COVID-19 through close high-level exchanges and extensive non-governmental participation.The Chinese government has carried out all-round assistance to Africa in its fight against COVID-19,including cooperation in vaccine production.At the same time,China and Africa are working together to tackle new challenges,such as stigmatization and politicization of the origin of the virus,secondary crises caused by the epidemic,and bridging the "immunity gap".Chapter 6 summarizes the achievements and basic experience of China’s public health assistance to Africa in the new era,which has effectively improved the capacity of public health governance in Africa,enhanced the traditional friendship between China and Africa,and demonstrated the image of China as a responsible great power.This chapter also summarizes the basic experiences of China’s public health assistance to Africa,including: upholding and carrying forward the spirit of Chinese medical teams;upholding the concept of "truthful,practical,friendly and sincere" cooperation;and upholding an open,inclusive and eclectic posture.The seventh chapter is the shortcomings and suggestions of China’s public health assistance to Africa in the new era.In the new era,China’s public health assistance to Africa still suffers from a lack of top-level design,a single main body of assistance,a weak international discourse,and a disconnect between aid and investment.In response to these shortcomings,the following suggestions for improvement are put forward: reforming the management mechanism of public health aid to Africa;strengthening the participation of non-governmental organizations in aid to Africa;increasing the publicity of public health in China and Africa;combining aid and investment to promote China-Africa medical cooperation;and actively participating in global public health governance.In short,in the past decade of the new era,China has provided timely,effective,diversified and continuous assistance to African countries in the field of public health,forming the "Chinese model" of public health assistance to Africa.The "China Model" has enriched the international public health governance system,promoted the practical effects of China-Africa public health mutual cooperation,and disseminated China’s aid philosophy and model.In the opening year of the 20 th National Congress of the Communist Party of China,China’s public health assistance to Africa has also ushered in a new historical opportunity.Entering the new stage of development,China will uphold the concept of a community of common health for mankind,strengthen cooperation with the international community,and take part in the governance of public health security in Africa.
