Research On Mass Mobilization In Patriotic Health Campaign Of PRC(1952-1965)

Mass mobilization is a vital leadership style,means of governance,and Political advantage of the CPC.In the face of the difficult situation of infectious diseases,the severe reality of the low health level of the people,and the difficult situation of the inhumane biological warfare launched by U.S.imperialism at the early stage of PRC,the CPC inherited and developed the Marxist ideology of mass mobilization,learning from the historical experience of fighting disease during the revolutionary war years,carried out a series of mass mobilizations in patriotic health campaign on an unprecedented scale,involve the people to the maximum extent and then protect their lives and health,revolutionized their concept of hygiene,increased their political identification with the nascent regime.In December 2022,General Secretary Xi Jinping made essential instructions that we carry out the patriotic health campaign more targeted and give full play to the organizational and mass mobilization advantages of the patriotic health campaign on the 70 th anniversary of the patriotic health campaign.We need to learn from the historical experience for carrying out the patriotic health campaign in the new era and exploring the more effective way of mass mobilization to realize the modernization of social health governance.This study takes the patriotic health campaign between 1952-1965 as a whole,using knowledge of the CPC historiography,sociology,communication,and other expertise,adopting literature analysis method,interdisciplinary research method,systematic analysis method,and other methods,comprehensively study the background,processes,methods,characteristics,role,and Imperfections of mass mobilization in the patriotic health campaign at the early stage of PRC,to summarize the experience and lessons of the mass mobilization of the patriotic health campaign during this period,providing ideas and vision for mass mobilization and innovation in social health governance in the new era.Specifically,the thesis is divided into six chapters:The first chapter is an introduction.It mainly introduces the value and significance of the thesis topic,the research status of domestic and foreign scholars on related issues,the research ideas and methods of the thesis,and the innovations and shortcomings.Meanwhile,some specific terms involved in the text are specifically explained.The second chapter is the background perspective of mass mobilization in the patriotic health campaign.Firstly,this part combs the theoretical basis of mass mobilization of patriotic health campaigns from Marxist mass mobilization theory.Whereafter,this part retrospected the practice of mass mobilization in the health and epidemic prevention campaign in the Soviet period and Yan’an period and summed up the practical basis of mass mobilization in the patriotic health campaign.The final part of this section analyzes the real reasons for the mass mobilization of the patriotic health campaign,including changing the backward health situation,solving the severe public health crisis,coping with the biological warfare of the United States,and defending the hard-won new life,etc.The third chapter is about the operation process of mass mobilization in a patriotic health campaign.This section divides the patriotic health campaign in the early days of the PRC into two stages.It examines how the mass mobilization activities in the patriotic health campaign are carried out according to the focus of mobilization content.The first phase centered on the fight against biological warfare of the U.S(1952-1955).The main matters of mobilization are to improve environmental sanitation,eliminate poisonous insects and poisons,pay attention to personal hygiene,and get a vaccination.The second phase centered on eliminating the four pests(1956-1965).The main mobilization matters include eliminating all kinds of pests,implementing sanitary fertilizer,and preventing many diseases.The fourth chapter is about the main ways of mass mobilization in the patriotic health campaign.This section focused on demonstrating the three main mobilization methods in the patriotic health campaign in the early days of the PRC.It reproduced the network system of mass mobilization of a patriotic health campaign.First,it was divided into party and government departments,professional organizations,and mass organizations,and organizational mobilization was introduced.Second,this section analyzes propaganda and mobilization by text propaganda,voice propaganda,image propaganda,and cultural and entertainment propaganda.Finally,this section explained emotional mobilization,including grievance meetings,setting examples,and conducting competitions.The fifth chapter is a comprehensive analysis of mass mobilization in the patriotic health campaign.This part expatiates distinctive characteristics of mass mobilization in the patriotic health campaign from five aspects: mobilization subject,mobilization content,mobilization path,mobilization form,and mobilization degree.Moreover,it sorts out the positive results of mass mobilization in the patriotic health campaign in the early days of the PRC from three aspects: the effect of dealing with disease,social impact,and political influence.It also made a rethink profoundly on the historical limitations of mass mobilization in patriotic health campaigns,which the deficiencies are mainly manifested in the fact that some leading cadres’ insufficient awareness and do not work in place,formalism and forced orders to occur from time to time,and a certain extent disrupt the normal production and life of the masses.The sixth chapter pays close attention to mass mobilization in the patriotic health campaign.This section summarizes the historical experience of mass mobilization in the patriotic health campaign in the early days of the PRC,which upheld the leadership of the party in the process of mass mobilization,adopting flexible and varied mobilization methods according to the characteristics of mobilization objects,and operating mobilization activities co-operatively to the central task and other work.Furthermore,combining with the characteristics of the new era,this section offered proposals to promote the current social health management from the perspective of mass mobilization in three aspects to provide a reference for promoting the healthy construction of China: enhancing the capacity of mass mobilization main body,regulating operation mechanism for mass mobilization and innovating ways and methods of mass mobilization.
