In the process of China's industrialization,a large number of resource-based cities have emerged.Their large-scale development and utilization of natural resources have greatly promoted the development of China's social economy and made indelible contributions to China's economic take-off.However,with the continuous highintensity development of resources,a considerable number of cities are facing the dilemma of resource depletion.Moreover,in the early development process of these cities,they lacked environmental protection and sustainable development awareness,and the ecological environment has been severely damaged.At the same time,cities have a serious path dependence on resource-based industries and lack replacement industries.Urban transformation is facing huge challenges and difficulties.If resourcebased cities want to solve the transformation dilemma,the key is to realize industrial transformation.In the context of green development and high-quality development,the rational allocation of elements plays a vital role in achieving a qualitative leap in resource-based cities in the process of industrial transformation.For resource-based cities to successfully achieve industrial transformation and sustainable development,they need to scientifically identify the degree and direction of factor misallocation;,and expand the effective supply of factors more specifically based on the factor misallocation characteristics of different types of resource-based cities.Optimize the configuration structure of the elements.This article focuses on identifying the degree and direction of factor misallocation around resource-based cities' industrial transformation dilemmas,and discusses the impact of factor misallocation on resourcebased cities' industrial transformation,which is important for resource-based cities to adjust their paths and grasp the direction during industrial transformation.Through the comparative analysis of capital,labor and energy element inputs,expected output and undesired output of resource-based cities,it is found that resourcebased cities have high energy consumption,low output,and high pollution development status,and there are obstacles to the flow of factors.A valid configuration was not reached.Furthermore,on the basis of the traditional Factor Misallocation calculation model,energy factors are included,and the degree of factor misallocation of prefecturelevel cities in my country is measured,and the comparison of resource-based cities and non-resource-based cities and the comparison of different types of resource-based cities are identified.The degree and direction characteristics of the mismatch of elements in resource-based cities.In the theoretical model part,based on the Cobb-Douglas production function,This thesis constructs a theoretical analysis framework for analyzing the effects of factor misallocation on economic output and energy efficiency,and on this basis,summarizes the general mechanism of the effect of factor misallocation on industrial transformation,that is,factor misallocation will reduce the total factor productivity,reduce the actual output and reduce the transformation efficiency,and factor misallocation will inhibit the upgrading of industrial structure,thus affecting the sustainable development of the economy and indirectly increasing the environmentProblem,factor misallocation will inhibit technological innovation to affect the improvement of energy efficiency,and thus indirectly intensify environmental pollution.Subsequently,it specifically analyzes the reasons for the mismatch of capital,labor and energy in resource-based cities and the impact on urban industrial transformation,and defines the different impact paths of various factors on industrial transformation.The mismatch of capital between industries reduces the output efficiency and environmental efficiency of resource-based cities by restraining the transformation and upgrading of industrial structure,and the mismatch of capital between ownership will reduce the output efficiency;the mismatch of labor between industries and ownership will make the actual output of cities deviate from the output under the optimal allocation;the mismatch of energy between uses reduces the energy efficiency and environmental efficiency of cities,while the mismatch of energy between industries and ownership will reduce the energy efficiency and environmental efficiency of citiesThe mismatch between industries will lead to the loss of energy efficiency and environmental efficiency.In the part of transformation efficiency,based on the data of Chinese prefecture level cities from 2003 to 2018,this thesis calculates and compares the transformation efficiency of resource-based cities and nonresource-based cities.By setting different exogenous weights,the transformation efficiency considering the whole factor and the transformation efficiency considering only the energy factor are obtained.Through comparative analysis,the two transformation efficiencies of resource-based cities is lower than that of non resource-based cities,and they maintain the same change trend.This thesis also classifies resource-based cities according to their growth stages,geographical regions and dominant resources,and further compares the transformation differences of different types of resource-based cities.Furthermore,this thesis decomposes the transformation efficiency of resource-based cities according to the three dimensions of transformation efficiency,and finds that the energy efficiency,output efficiency and environmental efficiency of resource-based cities in China are different,and the transformation efficiency of resource-based cities in different growth stages,geographical regions and dominant resources are also different in the three dimensions of energy conservation,economic growth and environmental friendliness.In the part of empirical research,based on the panel data of 114 resource-based cities in China from 2005 to 2018,the impact of factor mismatching on the transformation and upgrading of resource-based cities is studied,and it is found that the degree of factor misallocation of resource-based cities has a significant negative correlation with transformation efficiency.Whether it is over-allocation or underallocation of factors,misallocation of factors has a significant inhibitory effect on the transformation of resource-based cities.After the endogenous remission and robustness test,the conclusion is consistent.According to the classification of resource-based cities in different geographical regions,it is found that the impact of factor misallocation on transformation efficiency varies with different geographical regions.From the main conclusion,this thesis puts forward policy suggestions from the three levels of country,city and industry.At the national level,we should clearly improve the property rights system and establish a complete compensation mechanism;at the city level,we should optimize and upgrade the industrial structure,introduce and cultivate high-quality talents;at the industrial level,we should extend the resourcebased industrial chain and improve the comprehensive utilization rate of resources and energy.
