Intelligence Support Process For Emergency Response Based On "Scenario-Response"

The continuous outbreak of all kinds of emergencies brings huge threat to human beings,and tests the response capacity of the decision-making bodies at all levels.The research of emergency response is not only a problem of academic research,but also an urgent need to maintain social stability and harmony.The successful emergency response cannot be separated from the full intelligence,the study of the intelligence support for emergency response is vital to the effectiveness of emergency work."Scenario-Response" is the main mode of the emergency decision,based on scenario formulation solutions shows that similar scenarios can use similar emergency strategy,so successful historical emergency response strategies is reusable as emergency intelligence.In order to implement intelligence support for emergency response,it need to collect,organize and process the intelligence effectively,and establish the available intelligence sources.Then through the intelligence analysis to identify similar scenarios,and determine high applicability strategies as candidate strategies based on scenario assessment.Finally,according to the needs of the decision,provide the highest satisfaction strategies to the decision maker.Therefore,this paper mainly studies the methods to improve the efficiency of emergency intelligence collection,organization,processing,analysis,evaluation and service in the whole intelligence support process.Different from traditional "scenario-response" research based on complete emergency scenario,in the course of this study,emergency scenarios were divided into smaller size units of scenarios spot,to achieve more specific intelligence support.In order to complete the work of intelligence support,designed the research content as follows:(1)Building emergency feature dictionary,generating intelligence collection and organization tools,assistant emergency intelligence collection and organization.This article describes the attributes of the emergency from three dimensions as "the emergency classification,grading and staging".By setting the encoding rules to construct emergency classification list,and the formulation of grading and staging,complete emergency feature dictionary established.Feature dictionary construction helps to describe emergencies accurately,and carry out emergency intelligence acquisition and orderly organization fully and accurately,then processing the emergency intelligence automatically to improve the effectiveness of emergency intelligence collection and organization in a certain role.(2)Constructing the emergency scenario database and strategy database,realizing emergency intelligence standardization description,assistant emergency intelligence processing.Through division the complex emergency scenario has been divided into smaller size of scenario spot,and then using emergency feature dictionary to describe and storage the scenario spot description text to construct the emergency scenario database.At the same time,using the "organization-specific tasks" format to describe and standardize storage the corresponding strategies of each scenario spot described in the text to complete the construction of the strategy database.It is advantageous to find the similar scenario in the scenario database through the scene division,and enrich the method of scene analysis.It is conducive to structure and digitize the emergency strategies by construction strategy database,and enhances the reusability of historical strategy.Building scenario database and strategy database improve the effectiveness of emergency intelligence processing in a certain role.(3)Constructing emergency scenario map,clearing the decision problem,and assistant the emergency intelligence analysis.It using the feature dictionary to build the original scenario map,and then using the history scenario descriptions and applicable strategy intelligence in scenario database and strategy database to annotate the corresponding nodes.At last,generating the nodes do not be marked to complement the final scenario map.Scenario map is easy to locate the scenario and to calculate the similarity between the scenarios.It is a bridge between the target scenario and the historical emergency,and important to the accurate analysis of the emergency intelligence.It provides an effective way to clear decision problem,and enriches the tool of emergency intelligence analysis.(4)Constructing the emergency decision model,providing and screening emergency intelligence,assistant emergency intelligence assessment and service.Emergency decision model firstly according to the target strategic environment to evaluate the strategies of similar scenarios,and select the strategies based on decision maker's preferences.Then in order to generate scenario intelligence completely,it combines the strategies corresponding to the divided scenarios.Finally,it provides the most satisfactory decision intelligence for decision makers through the multi-objective optimization.The evaluation result of emergency decision model is more suitable for the decision-making situation,and enriches the strategy evaluation method.At the same time,using the multi-objective optimization method into emergency decision making in the whole process can find multi-stage,multi-objective,and multi sectorial collaboration optimal emergency decision,and has certain contribution to the satisfaction emergency decision making theory research.Emergency decision model has certain effect on improving the quality of emergency intelligence services,enriching the research of information servicesThe study has certain theoretical significance and potential practical value in intelligence support for emergency response.But it just a small part of the intelligence support for emergency response study,and most work still remain at the method level,the future work is in-depth discussion on the basis of existing research.
