The Research On The Evolution And Optimization Of The CPPCC Sector

The CPPCC is the only political system in China's national governance system that is composed of sectors,and its orientation and functional advantages can only be well realized by relying on sectors.The sector is the basic unit of the Consultative Conference(CPPCC),the institutional product of modern China's democratic revolution and an institutional arrangement of substantial democracy.It is unique in China's institutional system and holds an irreplaceable position of importance and institutional significance.With the increasing complexity of national governance in the new era,the CPPCC,which is made up of sectors,has the institutional advantages to deal with the increasing complexity of national governance,and its position and role in the national governance system have been increasingly highlighted.Seeing this,the CPC Central Committee with Comrade Xi Jinping at its core has been constantly enriching the new orientation and mission of the CPPCC,and has begun to deeply explore the institutional advantages and governance effectiveness of the CPPCC sector system.Based on this,the resolution adopted at the fourth Plenary Session of the 19 th CPC Central Committee clearly set out the concrete steps for the modernization of national governance and raised the issue of sector optimization,which shows the importance of the issue of sectors of the CPPCC.Since the CPPCC sector system contains rich institutional advantages and governance effectiveness,why does it still face such problems as weak social influence and insufficient sense of social identity? The reasons are complex.Therefore,it is particularly important to comprehensively understand and grasp the issues related to the CPPCC sector from the aspects of its historical process,theoretical origin and practical experience,as well as the problems and deficiencies it faces,and it has important research value and significance.The issue of sector is a complex theoretical and practical problem.At present,on the basis of a series of policy support issued by the Central Committee of the Communist Party of China,the academic circle has carried out abundant enlightening and forward-looking research on the sector issues by using the theoretical tools of political science,sociology and histology,for the realization of the constituency further optimization,promote people's political consultative conference specialized consultation role play to have laid a solid theoretical foundation,in order to further deepen the constituency research provides a rich research train of thought and theory of resources.In spite of this,there are some problems in the academic circle,such as unclear understanding,incomplete discussion and insufficient explanatory power.On the basis of drawing on the previous excellent research results,using the methods of systematic analysis,qualitative research and institutional comparison,this paper makes a comprehensive and in-depth study on the basic connotation,theoretical basis,historical evolution,the shortcomings faced and the optimization countermeasures of the CPPCC sector,emphasize the system at the same time also pay attention to pertinence,in order to deepen the system of social value and the social understanding of the value and advantages of the system of the CPPCC sector.Specifically,the structure of the paper is mainly as follows:Chapter One introduction.This paper mainly introduces the background and value of the topic,domestic and foreign research reviews on the CPPCC sector,research ideas and methods of the paper,innovation and shortcomings of the paper and other contents,laying a research starting point for the research work of the paper.Chapter ?
