Study On The TCM Culture With Jingchu Characteristics In International Communication Under The Background Of The “Belt And Road” Initiative

ObjectiveBy systematically combing its source and course,this article tries to summarize its geographical features,historical influence,historical status and development rules of traditional Chinese medicine(TCM)culture with Jingchu characteristics.By making an analysis of the international exchanges and communication of the TCM culture with Jingchu characteristics at different stages in history from the perspective of communication studies and by analyzing the constructing process of China-Algeria Center for Traditional Chinese Medicine(CACTCM)and its practices of communicating TCM culture,this article tries to reveal the historical rules of the TCM culture with Jingchu characteristics in international communication so that some useful lessons can be learned for establishing the international communication system for TCM under the background of the “Belt and Road” Initiative(BRI),for promoting the global spread of the TCM culture with Jingchu characteristics,and for building the health community with a shared future for mankind.Methods1.By consulting literature such as the local chronicles,health chronicles,cultural chronicles,medical history,academic treatises and policy documents together with taking field investigations in Qichun,Jingzhou,Shennongjia and other places of Hubei Province,the author tries to systematically sort and verify the development source and history,the current situation as well as the international exchanges and communication history of the TCM culture with Jingchu characteristics.2.By taking in-depth interviews with specialists in the TCM culture with Jingchu characteristics,related official from the Hubei Provincial Health Commission,leaders and translators of medical foreign aid programs supported by Hubei Province,doctors concerned,etc.,the author tries to obtain the first-hand data and information about their opinions on the development of the TCM culture with Jingchu characteristics and its international exchanges and communication,which will compensate for the weakness of pure literature research and lay a solid foundation for targeted arguments and suggestions.3.By making a comparative study of the regional TCM cultures in Henan,Jiangxi,Hubei,etc.,and of the history and current situation of the TCM culture in the sub-regions of Hubei Province,the author tries to summarize the geographical features,historical status and development rules of the TCM culture with Jingchu characteristics,to provide useful reference for the development and international communication of the regional TCM cultures.4.By reviewing the construction course of the CACTCM and carrying out a comprehensive case study of its international communication of the TCM culture,the author tries to reveal the historical rules of the TCM culture with Jingchu characteristics in international communication,and to analyze the logical correlation between the BRI drive and the international communication of the TCM culture with Jingchu characteristics.5.By combining the proposed theories with practices of the international communication of the TCM culture with Jingchu characteristics,the author tries to analyze the significance of the theories in guiding the practices of the international exchanges and communication of the TCM culture with Jingchu characteristics,casting lights on the current and future communication of the TCM culture as a whole.Results1.Historically,the TCM culture with Jingchu characteristics has experienced a budding period(from the Ancient Times to the Shang Dynasty),a forming period(from the Western Zhou Dynasty to the Qin Dynasty),a rapid development period(from the Western Han Dynasty to the Southern and Northern Dynasties),an inheritance period(from the Sui Dynasty to the Yuan Dynasty),a prime development period(from the Ming Dynasty to the Qing Dynasty),a faltering period(from the Republic of China to 1949),a recovery period(from 1949 to the End of the 20 th Century),and a prosperous period(ever since the 21 st Century).Clearly,the TCM culture with Jingchu characteristics has exerted a significant influence on the overall development of the TCM culture in each period.2.Historically,the international exchanges and communication of the TCM culture with Jingchu characteristics has experienced a budding period(Earlier than the Ming Dynasty),a golden period(from the Ming Dynasty to the Qing Dynasty),a faltering period(from the Republic of China to the Dawn of Reform and Opening-up),and a prosperous period(ever since the Reform and Opening-up).Each stage has been carved with distinctive marks of the times and communication studies.3.The BRI has pushed forward the construction of the CACTCM.Although the CACTCM has harvested some initial fruits,it is still faced with practical dilemmas such as poor circulating system,lack of the long-term planning and even potential communication risks.From the perspective of communication studies,communication of the TCM culture with Jingchu characteristics via the CACTCM platform needs to be further improved in terms of communication agents,communication content,communication media,communication audience as well as the feedback and evaluation system of communication effect.4.The international communication of the TCM culture with Jingchu characteristics actually is the result of interaction between the five communication elements,that is,the communication agents,communication content,communication media,communication audience,and communication effect.The interactive five elements in turn form a complete international communication system for the TCM culture with Jingchu characteristics.Conclusion1.The Jingchu culture and the overall TCM culture have provided rich nutrients for the development of the TCM culture with Jingchu characteristics.The TCM culture with Jingchu characteristics,in turn,has made its due contributions to the development of the Jingchu culture and the overall TCM culture.The TCM culture with Jingchu characteristics presents distinctive regional and geographic characteristics,and embodies the features of compatibility,innovativeness,openness and inclusiveness.Meanwhile,problems such as uneven development of the TCM culture in different sub-regions and subjects still exist.The future well-grounded and sound development of the TCM culture with Jingchu characteristics depends,to a great extent,on addressing these problems in an effective way.2.Historically,the international exchanges and communication of the TCM culture with Jingchu characteristics has revealed distinctive traits of the times.The development of science and technology,the progress of the times,and a peaceful and stable international environment always mean a lot.As China has been increasingly integrated into the world ever since the Reform and Opening-up,the international exchanges and communication of the TCM culture with Jingchu characteristics has seen a steady rise.In the overall history of the international communication of the TCM culture with Jingchu characteristics,Li Shizhen TCM culture,especially his “Compendium of Materia Medica”,has always been a highlight.In history,the international exchanges and communication of the TCM culture with Jingchu characteristics was mainly spontaneous.With the increasing importance attached to cultural soft power,the international exchanges and communication of the TCM culture with Jingchu characteristics is more and more closely linked with China’s diplomatic strategies and national interests.3.The history of the international exchanges and communication of the TCM culture with Jingchu characteristics has proved that the effect of TCM culture communication does not only rely on its own cultural influence,but also on the national strategic planning and policy support,and most important of all,on the clinical efficacy of TCM.4.The five communication elements of the international communication of the TCM culture with Jingchu characteristics are five separate systems,and they interact with each other.Therefore,building a complete system of the international communication for the TCM culture with Jingchu characteristics is quite essential for its going global.5.The effect of the international communication of the TCM culture with Jingchu characteristics is determined by the top-level design formulated by different levels of government in related affairs,by how to explore its rich connotation,especially its universal value,and by building a modern discourse system for the international communication of the TCM culture in the international arena.In addition,it is also imperative to cultivate skilled talents in the international communication of the TCM culture and improve their TCM specialized knowledge,foreign languages skills,cross-cultural communication awareness,and their literacy in international politics,local laws,and communication studies,etc.
