Study On Self-Development Of China's Nuclear Power Industry

Nuclear power industry is a kind of strategic and high-technology industry which relates to the safety of national defense and energy resources as well as international status of great power. It is also a very promising new industry in our country. The industry plays a significant role in implementing the country's sustainable development and scientific development strategy. Nowadays America, Russia, France, Japan and South Korea etc. have become nuclear power industry and technology powers. However, as a county that possessed nuclear technology early, China's road to the development of nuclear power industry is full of difficulties. Compared with the world's strong nuclear power nations, not only China's nuclear power industry proportion is smaller, but also the gap between the levels of technology is larger, moreover core technology industry is disciplined by others. The research is established in the world's nuclear power development trend and the history of China's nuclear power industry development as well as actual background. Research on self-development for China's nuclear power industry is chosen as research task aiming at disserting and answering the following two questions. One question is why China needs to self-develop nuclear power industry. The other is how the self-development for nuclear power industry can be achieved. So this research has significance in both theory and practice. The main research work, research result and creation are included as follows:(1) Perfected the concept system for nuclear power industry self-development. This paper commented the current situation for China's nuclear power industry self-development; discussed in depth and described the definition, intention, key element, strategic goal and task for nuclear power industry self-development, therefore the concept system of nuclear power industry self-development is perfected. It lays the foundation of organization and implement as well as further study for nuclear power industry self-development. At length I analyzed the theoretical basis and current situation for China's nuclear power industry self-development, as well as the possessed industrial and technological basis. Adopting the self-development mode in the form of keeping the initiative in our own hands and Chinese-foreign cooperation; independent research in the first place and integrating supplement by the introduction of technology are thought to be the core. This kind of mode is a necessary choice and only one actual approach for China's nuclear power industry's sustainable development.(2) Set up the system structure model of factors affecting nuclear power industry self-development. Guided by industry international competitiveness analysis frame of Michael Porter and its revision by scholars at home and abroad, I selected 14 main factors affecting China's nuclear power industry self-development from the macro level. By using systematic analysis of structural model method, I set up main factors affecting system model. The study analyzed systematically main factors and the mutual relationship among these main factors that affect China's nuclear power industry self-development. It also analyzed their main mechanisms. It points out that China's nuclear power industry self-development must be based on the support of the pre-existing industry basis, technology basis, development environment and opportunities. China's nuclear power industry self-development is drive by the domestic demand and led by the government. The scientific organization management, predominating support and guarantee, effective industry technology creation system and reasonable technology route-the four key issues should be solved.(3) Constructed the level evaluation of self-development index system for China's nuclear power industry. This study established its principles through that index system. On the basis of literature analysis, experts' interviews, preliminary design to the index system, questionnaire and statistical analysis, applying the rough set-based distinction between the middle variable optimizing matrix model and method, the index is optimized. Consequently our country has set up independent design, make, construction, operation and advanced nuclear technology-the 5 1-level indicators. The 28 2-level indicators constituting the evaluation index system for China's nuclear power industry self-development level have been established.(4) Evaluated the current China's nuclear power industry self-development level empirically. Through adopting the amount of information based on rough sets and attribute importance as well as binary semantic analysis and OWA operator linear weighted index, a comprehensive evaluation model based on binary semantics is established. Then according to the constructed evaluation index system and evaluating method, regarding the advanced nuclear technology autonomy and designing and building of the second and the third generation of nuclear power plant as evaluated subject, therefore the current China's nuclear power industry self-development level was assessed empirically. The result of evaluation demonstrate that the evaluation index system and evaluation method for nuclear power industry self-development level put forward in this paper are correct and effective.(5) Optimized the technical route of self-development for China's nuclear power industry. Analyzed the technological selection on china's nuclear power and established a technical path for China's nuclear power industry self-development model which is based on Analytic Hierarchy Process then optimized that technical path. The program of constructing improved second-generation nuclear power plant on a certain scale, simultaneously the digestion and absorption of the third generation nuclear power technology as the purpose to introduce the third generation nuclear power plant project verification program is the best path from the current time to the 2020 for the development of China's nuclear power industry. On this basis, it further analyzed the opportunities of China's nuclear power industry leaping forward in technology, pointed out that the nuclear power industry has become the possibility to achieve industry technology spans as one of the few specific and strategic industries as well as the path to realize the technological spans.(6) Designed the frame and structure of the reformation and creation to the self-development of China's nuclear power industry's organization and management system, the support and the security system as well as industrial technology innovation system. It pointed out that the management and decision-making of nuclear power industry which is independent from various stakeholders, the cooperation and work specialization system as well as the technical development center of national nuclear industry and nuclear power's instrument making must be constructed, so as to improve the efficiency of management and decision-making to nuclear industry, distribution to resources and innovation to industrial technology.
