With the rapid development of human society,the modern production and lifestyle often leads to more and more serious environmental pollution and destruction.Green transformation and development of industry is the basis of sustainable development of society,economy and environment of a country.Among them,the "green production capacity" of industrial enterprises has brought huge progress space for industrial technology innovation,pillar economic development and ecological environment protection in developing and developed countries.However,enterprises,especially those in heavily polluting industries with high energy consumption,high emission and high pollution,are facing multiple pressures from government regulation,market demand and public concern.The operators of large-scale heavily polluting enterprises with the initial production goal of maximizing economic benefits should gradually choose and implement strategies and decisions in line with green development.Therefore,under the pressure of various stakeholders,enterprises need to redesign their value chain activities and processes and gradually transition from short-term profit activities to corporate social responsibility activities in order to achieve long-term social benefits.Green technology innovation and pollution emission control are the inevitable choice for heavily polluting enterprises and even the whole heavily polluting industry to follow the path of sustainable development,which is also the contradiction between realizing long-term overall social benefits and short-term individual economic benefits.Therefore,this study discusses green innovation and pollution control under the same framework,considers the contradiction and turning point between long-term social goals and short-term economic goals of green innovation and pollution control under different environmental regulations,and carries out an in-depth study on the following contents:First of all,from the micro individual behavior,this study uses the evolutionary game model and system dynamics simulation analysis to discuss the interaction mechanism of local government and heavily polluting enterprises in green innovation and pollution control.This paper explores the evolutionary characteristics of environmental behavior strategy choice of heavily polluting enterprises with dual-target of green innovation and pollution control under government environmental regulation.The goal of this section is to encourage enterprises to carry out independent green innovation practices,consciously and legally discharge pollutants,and ensure that it provides decision-making basis for the government to achieve energy conservation and emission reduction targets.Second,on the basis of the former part,this paper discusses the internal selection logic of CEB by using multinomial logit(MNL)models that consider the choices of enterprises in green innovation and illegal emissions,both across China and separately in different regions.The objective of this section is to consider the four choices available to heavily polluting enterprises‘ dual-target corporate environmental behavior(DTCEB),including alienated,conservative,contradictory,and intimate environmental behaviors.Then,turning to the macro perspective,this section shifts from the study of the individual behavior characteristics of heavily polluting enterprises to the discussion of the coupling and coordinated development of the dual-target of green innovation and pollution control in heavily polluting industries.Using entropy weight method,comprehensive evaluation method and coupling coordination degree model,this paper discusses the stage,ranking and trend of the coupling and coordination development of green innovation and pollution control subsystem in heavily polluting industry.Finally,based on the current situation of the coupling and coordinated development of the dual-target in heavily polluting industries,this paper uses the fs QCA analysis method to discuss the combination promotion mode of the dual-target of green innovation and pollution control in heavily polluting industries.The goal of this section is to provide a policy portfolio for effectively promoting the steady development of the dual-target of green innovation and pollution control in heavily polluting industries.The research conclusions of this study include the following four aspects:(1)Dual-target behavior mechanism of heavily polluting enterprises.Strengthening the government's reward and punishment mechanism for enterprises' green innovation as well as the post-evaluation mechanism is the key to motivating and restraining enterprises' green innovation environmental behavior.At the same time,strengthening the construction of information disclosure platform has a better effect on the treatment of pollution discharge data fraud than comprehensive investigation.Further,enhancing the publicity of government information disclosure platform and strengthening the reputation effect of third-party supervision are the keys to constraining enterprises' environmental behavior.(2)Dual-target selection mechanism of heavily polluting enterprises.In China,short-term economic goals and long-term social benefits of heavily polluting enterprises are generally out of sync.In this paper,the central idea of comparative logic should be "step by step",rather than "one size fits all".Therefore,the government should scientifically formulate and implement differentiated regulatory measures for heavily polluting enterprises in different regions and production characteristics by emphasizing the regulation mode of "taking measures according to local conditions",effectively stimulate green innovation of enterprises and accurately crack down on illegal pollution behavior.(3)Coupling and coordination of dual-target in heavily polluting industries.The results show that the coupling and coordinated development of the two subsystems of green innovation and pollution control in heavily polluting industries in China is gradually becoming a benign state,among which green innovation plays a key driving role.The development stages and changing trends of coupling coordination degree of green innovation and pollution control in different heavily polluting industries are quite different.Among them,B08 ferrous metal industry,B09non-ferrous metal industry and C19 leather.fur,feather and its products and shoe industry are ranked at the end of the position in the coupling degree,coupling degree of coordination.In contrast,C31 ferrous metal smelting and calendering industry has a better performance.(4)Dual-target combination promotion of heavily polluting industry.This paper concludes that the intensity of legislation,preferential tax rates and government subsidies are matched with the linkage of the combination of regulation and release.Environmental governance investment and government subsidies linkage matching policy support model of promotion;A joint regulatory environmental regulation promotion model based on the linkage matching between the legislative intensity and the public Baidu search index.The commonality of these three modes is to emphasize the core condition status of command-based environmental regulation.At the same time,it is necessary to take reasonable measures to reduce the relevant auxiliary regulation means.Moreover,according to the development characteristics of different industries,targeted combination regulation mode should be developed to promote the coordinated development of the dual-target system.
