With the rapid development of globalization and information technology,the environment that decision maker faces has changed fundamentally.While in the face of fast changing competition pattern,complex interest relationship and massive information,decision work becomes more complex and diversification.In this context,intelligence work seems particularly important.However,intelligence hasn't play a proper role and function in all the decision-making process.From the numerous failures of the decision-making,it is not difficult to find that the lack of an effective and objective decision-making demonstration,out of tracking feedback while implementing decisions and ignoring the failure lessons,it brings heavy cost.So,how to avoid these failures and losses?With IT booming and massive data growing today,what role intelligence should play?Then,this study attempts to expand the analysis capabilities of intelligence,and proposes the concept of intelligence intervention by theoretical and empirical research on the basis of analyzing intelligence work in every stage of decision-making.The purpose of this study is to propose the concept of intelligence intervention in order to expand the function of intelligence work,at the same time to enhance the efficiency and effectiveness of decision and reduce,avoid or curb the decision failure.Firstly,this research introduce the driving factor that proposed by intelligence intervention.On this basis,we propose a specific meaning of intelligence intervention.Meanwhile,analyze the concepts of intelligence intervention and the related ones(intelligence-led,intelligence services,intelligence oversight,etc.),and fully reflect the inevitability and uniqueness of proposing the concept of intelligence intervention.Then,further clarify the main factors such as subjects,objects,situations and methods in intelligence intervened decision-making,and make specific analysis on every period of decision-making,decision implementation and decision assessment that intelligence intervenes.Secondly.study on the basis,precondition and the key work of intelligence intervention in the perspective of the decision-making chain.The basis of intelligence intervention:the need to show intelligence's functions of support and aid fully which is achieved through complete intelligence work flow.Only when the process of decision-making has gone through the work flow of planning,searching,organizing,analyzing and delivering,the complex environment that decision-makers facing can be under control,the effectiveness of intelligence can be achieved in order to provide accurate and comprehensive support assistance to the decision makers.Second,the premise of the implementation of intelligence intervention:to maintain the independence of intelligence work.Many of the current decision-making mistakes is not caused by lack of intelligence demonstration before intelligence work,but the loss of independence as a result of intelligence work,which means intelligence services not for the "decision-making",but for the "decision-makers".Therefore,this study discusses about the set of intelligence agencies,how to maintain the relationship between intelligence and decision-making,and how to keep the distance between intelligence officers and policy makers to clear the importance of intelligence work to maintain independence,and the required rules and regulations.Finally,study on the key work.Compared to previous studies,intelligence work appears to play roles more in support before decision making and reflection while intelligence oversight happened after decision making rather than supervision and feedback during the decision making.So,this section focuses on the effect of intervention during the decision-making implementation period.Thirdly,this research illustrates the extraction of the factors that block the intelligence intervened decisions by literature research and in-depth interviews.Through literature review,this paper discusses in the aspects of the decision activities' subjects and the objective environment,analyzes the impact factors combined to the in-depth interviews of middle managers from enterprises and government departments.It shows that intelligence attitude management mechanism,culture factor and intelligence factor would interfere with the phenomenon of intelligence intervention.Based on the results,we propose assumptions and build the model of intelligence intervention factors in the perspective of decision chain.Fourthly,based on the basic research,design the questionnaire and make a test.By distributing questionnaires both online and offline,301 valid questionnaires are collected.According to the survey data obtained,we use SPSS18.0 and Amos20.0 to do model validation,and conclude that:?management mechanisms have a direct impact on the intelligence intervention;intelligence attitudes,cultural factors and intelligence factors have indirect effects on the intelligence intervention through management mechanisms;?there are correlations among intelligence attitudes,management mechanism,cultural factors and intelligence factors.Fifthly,we make suggestions from three aspects of establishment of an intelligence included decision-making mechanism,improving the intelligence's business capability and building a harmonious culture.And we point out the limitations of existing studies,as well as the research prospect and methods for the further study.The potential contribution of this paper is reflected in the following aspects:?Through literature research,case studies,we find that the missing of intelligence capabilities in the decision making process,propose the concept of intelligence intervention,construct the intelligence intervention factor model in the perspective of decision-making chain,and expand the research perspective of intelligence theory;? we provide several suggestions to make intelligence work a part of decision making which may make some sense in specific practices.
