In the early 1980 s,China's higher vocational education developed with the reform of national economic system rapidly,becoming one of the fastest growing higher education types in the past decade.At present,the number of higher vocational colleges in China exceeds that of undergraduate colleges and becomes an important part of higher education in China.From the perspective of vocational education itself,employment orientation requires schools to cultivate technical talents suitable for the position.Participation of industrial enterprises is an important feature of vocational education governance.Vocational education requires the interaction of government,society and schools.This cross sectoral interaction related collaborative governance practice has been widely applied in all countries in the world,especially the case of collaborative governance between public institutions and private stakeholders,which has become the latest development direction of western public management theory and practice.This paper is on China's higher vocational education management,the existing education management of traditional government " unilateral governance " mode,from the perspective of collaborative governance theory,to survey how to accurate positioning in all levels of government,social organizations and higher vocational colleges,Special attention is paid to the power operation and governance structure of local governments and industrial enterprises in the reform and development of higher vocational education This paper tries to sort out the structural relationship between government subject,market subject and school subject,construct education cooperative governance mode for higher vocational education,and advance the modernization construction of modern education governance system and governance capacity.How to use the research theories and practical results of foreign cooperative governance to enrich the content of China's governance theory research and guide China's advanced education governance innovation practice is an urgent question to be answered.To achieve such a research goal,we need to focus on three problems: one is the subject relationship of cooperative governance model.The problems of higher vocational education cover a wide range,and the subject of governance is complex.We must,through policy supply and support,encourage enterprises,trade associations,schools,and the public to actively participate in governance,so as to realize the " unilateral governance " structure in the system and turn to the "multiple participation governance" structure model.Secondly,the architecture of collaborative governance model.Traditional government function management emphasizes obedience and execution,while other subjects lack participation.Collaborative governance focuses on the power relationship between different interest subjects.In order to achieve the ideal governance effect,it is necessary to build a three-dimensional interaction structure between the three governance bodies of government institutions and enterprises through system design and update,and achieve education collaborative governance.Thirdly,the operation mechanism of cooperative governance mode.In participation of stakeholders in collaborative governance structure,According to the internal and external governance subject structure relations,design the operation mechanism to promote the stability of the structure to realize the coupling of policy design and value target,through collaborative governance to achieve good governance in higher vocational colleges.Based on the theory of collaborative governance as the core analysis perspective and with the help of the mature collaborative governance practice model,the logical structure and operation mode of education governance for higher professions in China is constructed.Combined with education,an independent education type,education governance system is deconstructed into two dynamic systems with internal and external interaction.As the output source,the reform of the external system will stimulate the input of information into the internal governance system of education,thus causing an impact on the internal governance system of education.In order to form the operation mechanism of education governance subject in higher profession,the multisubject governance mode is constructed and the power operation relationship between multi-subjects is analyzed.The comprehensive and dynamic construction of education collaborative governance model of higher vocational colleges will help us to put the issue of education governance of higher vocational colleges into a broader time and historical time and space and grasp its nature better.Second,with the SFIC collaborative governance model of Chris Ansell and Alison Gash as the main analysis framework,the collaborative process of education governance of higher professions in Germany and Ningbo is analyzed by combining case analysis method.Mainstream paradigm and experience and lessons of education governance of higher professions at home and abroad are explored from the dynamic analysis chain of collaborative motivation,collaborative engine and collaborative assessment.Third,focus on higher vocational based on the initial conditions of multiple governance body effective collaborative participation motivation of appeal,the right resources,collaborative intend to appeal,such as precondition,analyzes the relationship between structure model of multiple subject construction logic framework,to design higher vocational colleges collaborative management mode of operation,from the theoretical model of SFIC promote leadership,system design,the construction in higher vocational colleges of Three-dimensional subject interaction structure between internal and external governance model.Specifically speaking,this paper will do an analysis to higher vocational education,governance and other related concepts.Then,elaborate on the collaborative governance theory involved in the research.Secondly,it will carry out a macro historical scan on the governance mode of China's higher vocational college education,clarify the historical picture of government policies and changes of government functions related to higher vocational college education,and deeply analyze the current management mode of " unilateral governance ".Then through Germany higher vocational education management model for collaborative governance pattern analysis,higher vocational education and the domestic advanced areas of higher vocational education of Ningbo university-enterprise cooperation governance pattern analysis,extract the main body of Chinese higher vocational education cooperative governance model to build practical experience,factors,relationships,structure,etc.Finally,it focuses on the system design of education cooperative governance mode of higher vocational through combing the traditional system under the " unilateral governance in China's higher vocational education management practical problems,through the analysis,including the government,enterprises,public and industry associations,social organizations,such as multivariate main body and their relations,proposed for each location to implement the " unilateral governance " to " multi-subject governance mode of feasible structure,put forward the construction of local government,industries,and higher vocational colleges,the three-dimensional body interaction;Focuses on the design of the operating mechanism of the new collaborative governance mode.Through the study on the current mode of operation mechanism,analysis of stakeholders to participate in collaborative governance mechanism,put forward higher vocational education external governance and internal governance paradigm,focus on the process of collaborative governance design,establish an effective operation mechanism,through the system design and mechanism innovation,the paper puts forward the mode of the new operation mechanism of optimization path.Domestic research is still relatively weak,in this paper,using the theory of cooperative governance structure and operation mode to design the main body relations,innovation has three aspects: first,based on the collaborative management of China's higher vocational education management pattern research has certain uniqueness;Second,in the education governance mode of higher professions,the power operation mode of building three-dimensional subject relationship is innovative and exploratory.Thirdly,in the governance mode of education,the design and research of operation mechanism is of practical guiding value.
