Nowadays,China's economy has shifted from high speed growth to high quality development,and the social development of rural areas also has grown to this stage.Promoted by Reform and Opening-up,China had rapid economic progress and made remarkable achievements in the last 40 years,especially in the new century.China's comprehensive strength increases ceaselessly.In 2017,a new high 82 trillion yuan was scored in economic aggregates,which was ranked second in the world.However,we should meanwhile pay attention to the limitations of the rapid development:Firstly,the rapid development still relies on resource consumption and quantity growth;Secondly,current economic development is unable to effectively meet the increasing demand of rural people.Therefore,we must speed up the development of rural governance.In addition,township governments are under the pressure to deal with the transformation of the economic development and the stability of the rural society.Even though the heavy hand of government intervention in rural social affairs has been reduced,the quality of township governments still waits to be improved.Under the pressure management system,township governments paid more attention to the task indicators of performance assessment rather than focusing on the governance of social affairs related to the vital interests of the country and the supply of the common commodity.At the township level,the lacking of necessary institutional decentralization mechanism,the insufficient degree of specialization and refinement,as well as the complexity of rural society and the excessive adjustment of governance together caused the fact that the quality of rural social governance cannot effectively match the current socio-economic development in rural areas.The study firstly deconstructs the limitation of excessive attention on the quantitative level,and then constructs a new theoretical framework of rural governance based on the social quality theory,outlines the social quality framework of rural governance from institutional support,actors and four-dimensional structural elements.In order to improve the quality of rural governance.The specific contents of this study are as follows:Chapter 1:Introduction.Firstly,the research questions were established based on related social phenomena and backgrounds,so as to clarify the purpose and significance of the topic selection.Secondly,literature review of the existing research was done,including the existing achievements in the form of investigation,different topics both at home and abroad on rural governance research approach,so as to put forward the research direction of this study.Thirdly,the general framework and logical thinking of the research were clarified.The related research methods,innovation and shortcomings of this study were also listed.Chapter 2:The theory of social quality is a new perspective to understand and interpret rural governance in China.This chapter would put forward the novel perspective of social quality theory and demonstrate its appropriateness to rural society.Firstly,it discusses the internal logic of social governance from the traditional model to the modern model,which inherits the logical turn of the quantitative management logic to the quality improvement.Secondly,it expounds the background and development of the "social quality" theory,the theoretical core and the content system,and also discusses its compatibility with the rural governance.Social quality theory constitutes the theoretical basis and pioneering endogenous appeal of "rural governance".Thirdly,the author attempts to construct a new theoretical framework of "social quality" of rural governance.A three-dimensional framework of rural governance including institutional support,actors and four dimensional structural elements are constructed,which provides a new observation angle and a powerful explanatory framework for the current rural governance.Chapter 3:System support for rural governance.This chapter clarifies the internal influence mechanism of formal system support and informal system support on rural governance from the perspective of institutional support.The formal system support which is formed on the bases of rural grass-roots political power organization and the public service supply system constructs the centralism of rural system support.The informal system created by the rural clan,the rural social organization,the cooperative and the rural collective make up the formal system support of the government centralism.In practice,the practice pattern of the rural non-institutionalized strategic operation and the"compromise" between the formal system and the informal system have induced the uncoupling support barriers between the official system and the informal system.Chapter 4:The characteristics of rural governance actors and their logic of action.This chapter observed the characteristics of rural actors,their action logic interaction and game theory.According to different historical stages,the author analyzes the different actors and their action logic,and then explains the interests of selection and action laws of different actors in different relationships,and finally depicts the effects of different actors on rural governance.The statement above shows the recessive context of action led by the government,which makes the external defects of the other main bodies of the country(autonomous organizations,social ontology and market subject)difficult to form the communal nature of the country.Chapter 5:The four-dimensional structural elements of the social quality of rural governance.In this chapter,the four-dimensional quadrant structure elements(rural social and economic security,rural social cohesion,rural social inclusion,rural social empowerment)in the framework of societal quality theory are described.Through combing the limitations of quality improvement of rural governance,it is.found that the scarce livelihood security of the rural society,the increasing crisis of social identity,the common social exclusion in the countryside,and the insufficient autonomy all exist in rural areas.The root of the problems lies in the comprehensive effect of the internal and external factors,such as the deviation of the policy system,the poor communication mechanism,the anomie of the rural cultural value system and the constraints of the rural people's participation in rural affairs.Chapter 6:The guarantee path of rural governance.This chapter shows the design of system coupling,subject mutual construction and adjustment path.Firstly,the formal system cannot eliminate the operating space of the informal system,and the informal support is the prerequisite for the embedment of formal system.Therefore,it is necessary in order to integrate the formal and informal system deeply,to strengthen the interaction equilibrium support between the two and then construct the coupling path.Secondly,highlight the strong relationship between the multi-action subjects,and to ensure the construction of the reciprocal construction of the governance structure.In order to realize and construct the route of the interlock of the actors.Thirdly,promote the quality of rural governance by building and perfecting the rural social and economic security network,constructing social cohesion oriented social policy system,establishing inclusive social policy to promote the rural social integration and innovative participation mode,so as to promote the orderly improvement of the quality of rural governance.Chapter 7:The conclusion and prospect.The author would summarize the study and make conclusions,as well as noting the direction of further research in rural governance and rural construction.On the one hand,all the rural people are inclusive in the rural social field space to pursue the common goal of the rural society.On the other hand,while striving for the quality of the rural society and promoting the welfare of the rural society,we should be alert to the reverse risks of rural social transformation and system reconstruction.
