Research On The Children's Health Care Policy Of The United States

Since the 19 th century,the successive presidents have promulgated a number of policies to improve children's health during their administration,among which the two most important ones are Medicaid and Children's Health Insurance Program(CHIP).This paper analyzes the children's health care policy of the United States,reviews and summarizes the development and experiences of the children health care policy in the United States since the implementation of the policy,andputs forward some suggestions on how to improve the children‘s health care policy in China.It is of great significance to construct a children‘s health care system suitable for China.but also the inevitable requiremen to promotethe process of new medical reform policy.This paper uses the methods of public policy process model,statistical analysis and historical analysis to compare with other countries,and bases on children 's health theory?social equity theory?public policy theory model,and uses the process model of public policy analysis model to elaborate the development,implementation,evaluation and change process of the children's health care policy in the United States,and analyze it's challenges and future development trend,and summarize theeffectiveness and characteristics of the American children's health care policy.The experience of the United States has played a role in enlightening the construction of China's children's health care system.The study draws the following conclusions:The study clarifies and analyzes the development and implementation process of Medicaid and Children's Health Insurance Program of the United States,and evaluates children's health insurance coverage,accessing to care services and child health quality,But also to explore the changes,the challenges and development trends in children's health care policy.The study concluded that the main success of the US children's health care policy is that Children's Health Insurance Program and Medicaid have succeeded in extending coverage for children's health insurance,increasing children's access to needed medical care,and reducing the financial burden and the economy pressureon their families.Its main features are legislation first,gradual policy,clearmain responsibilitybetween the federal and state government,clear position ?powers and responsibilities coordinationbetween government and market,independent and comprehensive assessment,children's health insurance policy as an important part of the national medical security policy,maintain consistency with the country's overall health care policy,and well-regulated children's health services.On the base ofcomprehensive analysis of the American child health care policy and the situation of China and the situation of medical security policy,this article brings the following inspiration to the development and improvement of Chinese children's medical security policy:(1)to strengthen the legislation,promote the construction of Chinese children 's health insurance legal system;(2)to clear relations of responsibility amongthe central government,local government and market and improve the relationship between the rights and interests of children's health care in China;(3)to improve children's health care policy evaluationsystem and establishan independent evaluation;(4)to maintain the coordination of China's children health careinsurance and the country's overall health care system,and(5)to meet the needs of children's medical services and strengthen the supply of health care services for children in China.
