On the one hand,social and economic development is driven by the concept of development and the factors of productivity.On the other hand,it is also constrained by the capacity of resources and environment.Therefore,in the process of exploitation and utilization of water resources,both the water resources consumption and intensity control should be implemented,which is strictly subject to the constraints of water resources carrying capacity.In order to guarantee the sustainable development of human society,and realize the development of social economic growth in harmony with the water resources carrying capacity,considering the water resources scarcity and ecological service value is needed in the process of water resources allocation,constrained by the most strict water resources management system of 'three red lines',studying and constructing the water resources allocation model based on the collaborative theory technology is urgently needed.In order to alleviate the contradiction between the carrying capacity of water resources and the social and economic development,with analyzing of the relationship between subsystem of water resources and the social,economic and ecological subsystems,this paper expounded the concept of Synergetics Theory-based Water Resources Allocation,and built the allocation model based on the collaborative theory and developed the iterative calculation process of it.It was applicated in Jilin city.The innovative research results are as follows:(1)It studied the relationship between subsystem of water resources and the social,economic and ecological subsystems.Expound the definition and basic content of Synergetics Theory-based Water Resources Allocation,and analyzied the trinitarian development principle,the subsystem comprehensive effect law,and the benefit level compliance principle.Which provides the theoretical basis for the coordinated development of the three subsystems of society,economy and ecology,the analysis of water resource demand,the analysis of collaborative water supply of different water sources and the collaborative allocation of water resources.(2)A water resource allocation model based on synergism was built.It includes"four levels" as the data preprocessing,the analysis of water resource demand based on synergism,water resource allocation and synergy test.Proposed a calculation method including 'Three Collaborative Allocationi,which includes the cooperation among different sources of water supply,synergistic water requirement between society,economic,and ecology subsystems,and cooperation supply and demand of water resource between the three subsystems,and 'Five Total Control',which includes total water supply control,total water consumption control,total amount of groundwater intake control,total amount of reclaimed water control and ecological water flow in the river channel.Provide a set of effective computing tools for the collaborative allocation of water resources.(3)Water resources allocation series results of Jilin city based on the collaborative theory.In 2020,on average,the total water demand is 3.129 billion m3,on average,the total water supply is 3.114 billion m3(including:surface water supply is 2.561 billion m3,groundwater supply is 325 million m3,reclaimed water supply is 229 million m3),lack of water at a rate of 0.39%.In 2030,the average amount of water is 3.877 billion m3,on average,the total water supply is 3.863 billion m3(including surface water supply is 3.132 billion m3,groundwater supply is 324 million m3,reclaimed water supply is 310 million m3,transfer water supply is 0.97 million m3),lack of water at a rate of 0.34%.Through the study of synergetics theory-based water resources allocation model and its appliment and applied,fruitful results were achieved,and adopted by the 'Jilin city water resources comprehensive planning'.It has laid a solid foundation for the establishment of three red line control indexes of the most strict water resource management system in Jilin city and counties.
