The scientific research team is the main force and core human capital of scientific and technological innovation in state-owned enterprises.Therefore,how to mobilize the enthusiasm and initiative of the scientific research team for continuous innovation,enhance the continuous innovation vitality of the state-owned enterprises,and promote the transformation of scientific and technological achievements have become the focus of attention in academic and business circles.Equity allocation is an im,portant means to improve the state-owned enterprises in the long-term incentive mechanism,which is sustainable and can effectively achieve the "continuous binding and continuous encouragement" of state-owned enterprises to the scientific research team arnd core scientific and technological personnel.At present,the state-owned enterprises encourage the scientific research team to adopt the short-term incentive method of "basic salary+ one-time cash award",so that the incentive system established by the enterprise can not really play a stimulating role,and cause the loss of core scientific and technological personnel.Based on the existing research,this paper takes the knowledge value as the guidance,and according to the principle of reciprocity of income and contribution to study the equity allocation of the scientific research team of the state-owned enterprises.This paper comprehensively used incentive theory,game theory,grounded theory,policy literature quantification,questionnaire survey,analytic hierarchy process and statistical analysis etc.,research on the following four perspectives:Firstly,research on theoretical analysis and hypothesis testing of the influencing factors of equity allocation in scientific tesearch teams of the state-owned enterprises;Secondly,research on income allocation contract of scientific and technological achievements transformation from multi-subjects;Thirdly,research onequity allocation contract of scientific research teams of the state owned enterprises based on the different scientific and technological achievements innovation cycle;Fourthly,design a scientific and all-encompassing equity allocation plan for scientific research teams of the state-owned enterprises.Compared with the existing research,the main innovation points of this paper are reflected in the following four aspects:(1)From the perspective of input-output contribution,this paper reaearch on the theoretical research and hypothesis verification on the influential factors of the equity allocation of state-owned scientific research team.The result shows that the influence factors of scientific research team of state-owned enterprises equity allocation including 5 dimensions:the input of scientific and technological achievements,the efficiency of scientific and technological achievements,the characteristics of scientific and technological achievements,the effect of scientific and technological achievements and the benefit of scientific and technological achievements;and including 16 indicators:creative contribution,technical contribution,per capita R&D full time equivalent,R&D strength,experimental facilities,level,team task importance,task difficulty,task level,innovation technology standard,innovation type,type,patent the winning level,economic benefits,social benefits and environmental benefits.And through the empirical analysis,it is concluded that each index has a significant impact on the shareholding allocation of the scientific research team in state-owned enterprises.Taking the innovation cycle of scientific and technological achievements as a regulatory variable,it is verified through empirical analysis that it has a significant regulatory role in the equity allocation of the scientific research teams in state-owned enterprises.The research conclusion provides the theoretical basis for the contractual design of the equity allocation of the scientific research teams in state-owned enterprises.(2)From the perspective of the scientific research team in the scientific and technological achievements innovation of the cycle contribution distribution,this paper research is conducted on the transformation of profit distribution contracts from scientific and technological achievements of multi-subject cooperation.The result shows that the increase in the number of stakeholders participating in the cooperation will not lead to a decrease in the revenue from the conversion of achievements,when the state-owned enterprises,scientific research teams and other interest parties abide by the contractual agreement and choose coalition cooperation,the total return from the transformation of scientific and technological achievements and the benefits distributed by all the stakeholders can be maximized,and the benefits distributed by various stakeholders become more fair through the revision of the actual input contribution coefficient.The research conclusion provides the theoretical basis for establishing a contract system of risk sharing and benefit sharing between state-owned enterprises and the scientific research teams.(3)From the perspective of the actual contribution contract system of the innovation cycle of scientific and technological achievements,the theoretical research and model construction of the equity allocation contract arrangement for the scientific research team of state-owned enterprises was conducted.The result shows that it shares allocated by the scientific research teams in state-owned enterprises change in the same direction with the changes in the actual input-output contribution of different innovation cycles of scientific and technological achievements.The design of equity allocation contract is conducive to the state-owned enterprises to attract and retain core scientific and technological personnel,achieve risk sharing and benefit sharing.The research conclusion provides the theoretical support for the design of the equity allocation plan of the scientific research team in state-owned enterprises.(4)From the perspective of increasing the value of knowledge,the equity allocation contract system of the scientific research team in state-owned enterprises is optimized.The result shows that it Designes the equity allocation contract system for the scientific research teams of state-owned enterprises,and avoid the fear of the scientific research teams on liquidity risk of enterprises,and raise their enthusiasm for participating in equity allocation.At the same time,we can continually expand the ranks of scientific and technological personnel in enterprises and promote the diversification of the ownership of state-owned enterprises.The research conclusions provide the theoretical basis for the smooth implementation of the equity allocation of the scientific research team in state-owned enterprises.This paper research results for improving business efficiency,optimize the ownership structure of enterprises has an important role.It motivates team's enthusiasm and creativity,reduces the cost of doing business,improve the efficiency of enterprise management,and promote the ownership structure of enterprises.Overall,the findings enrich the research perspective of the shareholding allocation of the scientific research teams in state-owned enterprises,and provide a theoretical basis for the related research of equity incentive mechanism in state-owned enterprises according to the contribution distribution.
