Research On The Incentive Mechanism Of Science And Technology Inspectors Of The Ministry Of Education Based On Multi-task Principal-agent

Sci-tech innovation is the strategically support to enhance the social produc-tive forces and comprehensive national strength which is emphasized in the 18th national congress of communist party of China and sci-tech novelty is an effec-tive way to make sci-tech innovation standardized.It is also the basis and serve platform of the sci-tech innovation which is significant to make sci-tech resource allocation rational.Novelty retrievers,whose echelon construction becomes more and more rational,are the main part to carry out sci-tech novelty.However,the wide fields of novelty,timelines limitation,difficulty of work,heavy burden,low treatment and less attention on novelty retrievers make novelty retrievers live with a heavy mental stress or job burnout especially when it is a fastigium of sci-tech novelty which novelty retrievers have to suffer long term high intense overload brain work.In this situation,high educated talents are hard to introduce and unwilling job intention in this field are higher and higher.Nowadays,incentive mechanism of novelty retrievers draws extensive attention,which has been the heart of matter to talent team construction of novelty retrievers and sustainable development of sci-tech novelty.So research on incentive mechanism of novelty retrievers has big practical significance.Base on economic incentive theory(principal-agent theory),incentive mech-anism of novelty retrievers is researched,and introduce the different specific task ability,the competition intensity between novelty retrievers to expand traditional multi-task principal-agent theory.Optimal models of multi-task incentive of novelty retriever are established in conditions of independent tasks,connected tasks,specific task ability and competition;the first best contract and the second best contract are researched which colleges' administrator designed for novelty retriever;relationship between incentive intensity,relative incentive intensity,en-deavor intensity and main variable is discussed;And conclusions from theoretical model are testified by empirical tests based on the data from the ministry of education.Main work and conclusions of the dissertation are as followed.1.Multi-task incentive mechanism of novelty retriever to independent tasks.Optimal models of multi-task incentive of novelty retriever are established in condition of independent tasks;the first best contract and the second contract are designed from the colleges' administrator to novelty retriever in independent tasks;the more cost of the specific task is,the higher risk avoiding level novelty retriever will take,the higher uncertainty of externalities for the specific task is,and the lower the optimal incentive intensity from the colleges' administrator to the specific task and the optimal endeavor intensity of novelty retriever are;the relative incentive intensity decreases with both the enhance of uncertainty of novelty environment and the increase of novelty cost;it also increases with the risk avoiding level of the novelty retriever in a certain range.When information is asymmetric,the agency cost will be taken when the novelty retriever lower their endeavor level and colleges' administrator lower their expectation of max net revenue.2.Multi-task incentive mechanism of novelty retriever to connected tasks.Optimal models of multi-task incentive of novelty retriever are established in condition of connected tasks;the first best contract and the second contract are designed from the colleges' administrator to novelty retriever in connected tasks;the optimal incentive intensity decreases with the decrease of measure and quality of the output from the specific task and ratio of profit sharing to different tasks should be complementary when the tasks can be replaced;the optimal endeavor level of the novelty retriever will increase with the increase of the optimal incentive intensity;specially,once colleges' administrator put a higher incentive intensity for a specific task,the novelty retriever will have a lower endeavor level for the other specific task.3.Multi-task incentive mechanism of novelty retriever under the specific task ability.Optimal models of multi-task incentive of novelty retriever are es-tablished in condition of the specific task ability;the first best contract and the second contract are designed from the colleges' administrator to novelty retriever with the specific task ability;the higher specific task ability is,the higher the optimal incentive intensity from the colleges' administrator to specific task and the optimal endeavor intensity of a novelty retriever are;the relative incentive in-tensity increases with both the enhance of novelty ability and decreases with the increase of database retrieving ability;the difference between endeavor intensity in the different contract increases with the enhance of the specific task ability.4.Multi-task incentive mechanism of novelty retriever under the intensity of competition.Optimal models of multi-task incentive of novelty retriever are established under the intensity of competition;the first best contract and the second contract are designed from the colleges' administrator to novelty retriever with the competition;both the optimal incentive intensity from the colleges' ad-ministrator and the optimal endeavor intensity of novelty retriever increase with the increase of intensity of competition;the relative incentive intensity increases with the intensity of competition in a certain range;and it decreases with the intensity of competition when the certain range is exceeded.5.Empirical test of incentive intensity.The incentive intensity empirical model are established and the related theoretical conclusions are testified by em-pirical tests based on the data from the ministry of education.The incentive intensity negatively related to the sci-tech novelty cost,the risk avoiding level of the novelty retriever and the uncertainty of externalities for sci-tech novelty;meanwhile it has a positive relation to the sci-tech novelty ability and the intensity of competition.
