China has paid high attention to water ecological environment and utilization of water resources for a long time,and also has made some achievements.However,the overall situation of water resources and water environment in China becomes increasingly severe.With the development of economy and society and the accelerating pace of urbanization,the demand for municipal water continues to increase,while pollution emissions are also enhanced.Although the government has invested huge money on it,the shortage of water resources,deterioration of water environment quality,declined function of water ecology and other problems still exist.Moreover,water cost constantly rises.At the same time,cities in China have implemented the policy of the single price for water and uniform water quality for a long time,which emerges the problem of high quality water for low use,resulting in serious waste of water resources.In order to improve the water-use efficiency,alleviate the shortage of water resources,and improve the water environment,we need to take the water volume into consideration as well as include the water quality into management system.Therefore,the water supply and water consumption mode of the single price for water and uniform water quality is not suitable for the need in new pattern.It is an important way to realize sustainable utilization of water resources and to promote the construction of water ecological civilization and beautiful China by changing water consumption mode.In this dissertation,aiming at changing water consumption mode,we conduct researches on the greening water and its management method.On the basis of analyzing the status quo of domestic and foreign researches,we propose the new concept of greening water and conduct analysis on it.To achieve the butt joint of greening water supply and greening water consumption,we put forward a comprehensive planning system for greening water consumption with the combination of system dynamic simulation and random and uncertain analysis of multi-objective optimization.Starting from multi-attributes of water resource(including social attribute,economic attribute and natural attribute),we study on the domestic water pricing strategy of urban residents based on extended linear expenditure system.What's more,we conduct the study on the water pricing for production with the foundation of economic contribution of water consumption in different industries and raise varied water pricing strategy for ladder water prices between residents and production.From the aspects of indicators,target and evaluation method,we conduct researches on the effectiveness evaluation of implementing greening water consumption,construct the assessment indicator system containing four dimensions,namely,controlling indicators,affordable indicators,structural indicators and status indicators,determine the corresponding parameter values,and put forward the objective comprehensive grade evaluation method and the evaluation method for development and balance.Finally,we take Tianjin as an example,and conduct the applied research of the above methods.The results show that the proposed theory and method of greening water can promote the water-use efficiency in cities and enhance water ecological environment in the river basin.The main innovation point of this dissertation lies in the organic integration of the complex system simulation method with the multi-objective optimization method.Furthermore,we consider the uncertain factors which exist in the urban water system and come up with the integrated model with the combination of system dynamic simulation and random and uncertain analysis of multi-objective optimization.Starting from multi-attributes of water resource,we comprehensively consider water conservation,the basic water guarantee of low-income groups,and improved water economic contribution,study the method to determine the ladder water pricing strategy and ladder water volume,and tentatively put forward the water pricing method for different water quality in production for the first time.In order to achieve the goal of greening water,we decide the basic principles of the system based on the system structure,and build the assessment indicator system containing structural indicators,functional indicators(controlling indicators and affordable indicators),and status indicators from the aspects of structure,function and status,which breaks the current traditional evaluation mode with priority of efficiency evaluation.
