Research On Transportation Planning Propulsion Mechanism Of New Towns In Big Cities

The construction of new town is an important way for the transition and development of large cities in our country.Transportation planning is becoming a focus problem which is concerned by government departments,experts and scholars during the new town planning process.As a guide to promoting the construction of the transportation system,the effectiveness of transportation planning concerns the sustainable development of new towns in big cities.As an institutionalized method,the promotion mechanism of transportation planning is a critical support to ensure the scientific of compilation,the efficiency of implementation and guarantee legality.The current mechanism of transportation planning of new town in the big cities is not perfect in our country,under this background,it has very theoretical significance and practical value to carry out this research.This paper defines the connation of the promotion mechanism of transportation planning of new tow in the big city,then the composition and characteristics of the promotion mechanism of transportation planning are analyzed from compiling system,organization and implementation,and guarantee mechanism.Based on the traffic data from new towns which were built in the big cities in domestic,the traffic characteristics are analyzed,and the stage demand characteristics of total traffic demand and dynamic changes in the structure in the new towns are revealed.According to the principles of the overall coordination of space,industry and transportation,the paper discusses the development of traffic in new town from expansion of space,upgrade industries and traffic development,pinpoints objective requirements of transportation planning in new towns,then raises four general requirements:changing planning ideas,promoting development strategy,adjusting compiling system,and updating planning methods.On the basis of development orientation and planning demand,the complete demands of the promotion mechanism of transportation planning are proposed:improving planning compiling systems and methods,strengthening planning implementation and coordination and promoting planning institution design and security.The requirements of promotion mechanism for transportation planning are discussed from planning compilation,organization and implementation,and guarantee mechanism,based on the comprehensive regulations control regulations and implementation planning stages,the roles of promotion mechanism for transportation planning are studied.In this paper,system dynamics analysis and information entropy model are applied to further study the relationship and reveal interaction mechanism between transportation planning and promotion mechanism form the points of qualitative and quantitative.Through analyzing elements and levels of transportation planning,this paper constructs a structured system for transportation planning promotion mechanism of new towns in the big cities,which combines with planning compilation,organization and implementation,and guarantee mechanism,meanwhile,the main contents of mechanism are proposed.The author analyzes the relationships that are needed to coordinate in the process of establishing the compiling system for new towns transportation planning in the big cities,though combing new town transportation planning system and analyzing the coordination between new town transportation planning and urban planning,the transportation planning compiling should keep consistent with the three-stage of urban planning system,which is divided into transportation comprehensive planning,control planning and implementation planning.To guarantee a better cohesion between upper-and lower-level,this paper puts forward on the basis of three-stage planning system,control planning and implementation planning should be added,so that a compiling system for new town transportation planning in the big cities based on "traffic development strategy as the guidance,system planning as the main line,and facilities planning for support" can be constructed.Due to the importance of critical methods of new towns transportation planning in the big cities,the paper develops traffic demand analysis,establishes planning indexes system and studies road network planning.In the study of traffic demand analysis,the paper introduces double control mode of supply and demand,establishes total traffic demand balance analysis model and structure balance analysis model,and proposes traffic demand analysis method of aggregate-structure balance.According to the development orientations and objective requirements,and fully make use of index system of transportation planning in new town,using the methods of case-study,comparative analysis and analytic hierarchy process,the planning index system combines with control and leading indexes is established.High density and small block road network layout model is recommended,and the planning framework of transit oriented network layout is constructed in new town on the basis of public transport priority oriented.By applying the method that based on bus station coverage,the paper proposes 350-400m as the recommended value for the interval between distributary road networks in the new towns in the big cities;for bus priority and slow friendly,road network function and space resource allocation system are proposed.In this paper,the implementation elements and process of transportation planning are organized,through integrating elements such as compiling system,compiling organization,implemental institutions and multi-participation,from both vertical promotion and horizontal implementation,the implementation processes of new towns transportation planning in the big cities are designed to guarantee the implementation of projects.According to the dynamic characteristics of the constructions of new towns,from the aspects of integration,the objectives,requirements and elements of the constructions of the implementation platform are defined,and the basic characteristics of management committee mode,company mode and administrative committee mode are analyzed respectively,then the specific processes of transportation planning are mainly studied under different modes.The characteristics and applicability of these three modes are compared and analyzed from 7 aspects:planning compilation,planning approval,the nature of the unit,the source of funds,the operation of the project,the speed and the effect of the implementation.7 comparison elements are selected as index,and the mode selection model are proposed to identify the optimal mode that is applied to new town transportation planning based on attributes,the paper chooses south new town in Nanjing to verify the model and points out that the selection of different modes should base on the development stage of new towns and local governments'management mechanism.This paper analyzes the institutional environmental of transportation planning promotion and designs the transportation planning institutional framework of new towns in the big cities.The guarantee mechanism is divided into four elements:policies and regulations,system,institution and economic.The paper proposes specific contents and requirements from four aspects,which includes management system and operation mechanism,transportation planning policy and regulation,public participation mechanism and financial guarantee.Finally,take south new town in Nanjing as an example,the research results are applied.
