Study On Public Employment Service About New Generation Of Migrant Worker

In China, a large number of rural migrant workers appear due to the implementation of the rural household contract responsibility system and process of and industrialization, urbanization. They are the intersection of China’s economic and social transformation. Rural migrant workers have become the main body of China’s modern industry workers and an important power of the modernization. Along with the development of The Times, New generation migrant workers have become a main body amond rural migrant workers as "generational shift" happened. But they haven’t changded from "professional conversion" to "identity conversion". The academic opinions of how to solve the problems of new generation migrant workers differ from each other. Based on Marxist Theory as the guide, this paper thinks solving the new generation migrant workers’ employment is the premise and foundation to solve other problems and we first need to strengthen the targeted public employment service. In other words, main point of the papaer is "to solve the problems of rural migrant workers, the public employment service should be first". There are two reasons. On one hand, the employment of the new generation migrant workers is both realistically and basically Significant because of their inburgering trend. On the other hand, to strengthen the construction of public service system has become an important task during the period of12th Five Year Plan". Under the background of scientific development and building a service-oriented government, Strengthening public employment service about new generation migrant workers not only comply with the development of times and meet the requirements of China’s political and economic development, butalso can solve problems of new generation farmer workers’ employment and promote equal access to basic public service, which enables new generation migrant workers become urban citizens faster and better.The Phenomenon that new generation migrant workers are absenct of public employment service is common because of the existence of the urban and rural segmentation system and rural local protectionism. As a result, large Numbers of migrant workers failed to fully enjoy the same public employment service from the government. This prompts three questions:why do we want to provide the new generation of migrant workers public employment service? what kind of public employment service should be provided? How is public employment service able to be provided effectively? The paper tries to answer the above three questions. Not only is the necessity of constructiing public employment service about the new generation migrant workers discussed theoretically and realistically, but also the content, supply system and security system of public employment service about the new generation migrant are discussed. And then the paper discusses the role of public employment service about new generation migrant workers in household registration system reform, population flow and the urbanization of the new generation migrant workers. The paper tries to construct public employment services adapt to both market economic system and new generation migrant workers. Of course, many other questions still need to further research and exploration.
