Study On Housing Problems Of Migrant Workers From The Perspective Of Labor Reproduction

According to the sixth census, the population scale of China’s floating has reached 261 million, most of which are the migrant workers. When they move to city,they need to find a place to live. However, migrant workers are faced with a serious housing difficulties because of low wages and institutional exclusion.Housing is the basic need of people’s life, and it is necessary resource as human survival and development, which is decided by human physiology,also,it is the most basic need. Whether satisficing the housing need or not, which can directly affect the living quality of the migrant workers and the improvement of living standards. Getting to know the housing condition of Migrant workers and finding out the housing problem of migrant workers, can not only grasp the living condition of migrant workers, but also can better do the management of population,the city planning and housing, etc.At present, many researches are about migrant workers,however,there are few researches about housing condition and the housing problems of migrant workers.The related researches appear in recent years, so the study of housing problem is the weak link of rural migrant workers study. This article adopts the perspective of labor reproduction theory to examine the contemporary housing problems of rural migrant workers, and want to search its formation mechanism of housing problem and the consequences. This paper argues that the household registration system and land system lead to a migrant labor reproduction system:the intergenerational reproduction of labor and labor reproduction of separation, this separation,on the one hand, reduces the cost of labor force reproduction, which decreases the income of migrant workers, on the other hand, the local government in the city are getting rid of the labor force reproduction function, which makes the migrant workers face serious housing problem.In specific research, this paper adopts to the combining method of questionnaire survey and literature research. The questionnaire survey is conducted in the Yangtze river delta and the pearl river delta region,and has received more than 5000 valid questionnaire responses. The literature research is a secondary data analysis methods, which is researched by the national bureau of statistics website, the website of relevant departments and all kinds of literature in relevant statistical data.On this basis, this paper has achieved the following conclusions:First, the living situation of migrant workers. They are mainly living in rental housing and collective dormitory,thus,the housing conditions are very poor,and the housing payment is low,so living with the family members becomes a major pattern, and its housing needs is growing, which has become the most urgent matters solved by the government that is the second only to the wages and labor safety and health,Second,facing problems of migrant workers’ housing property.Under the externalization mechanism of labor reproduction, migrant workers are in a state of atrophy of reproduction, their purchasing power are declined, so they met with rejection in the housing property market. Moreover,the system of housing accumulation fund which originally can help migrant workers to purchase housing,also has system exclusive to them.Third, migrant workers also face problems of rental housing.The low affordable of migrant workers makes them mainly live in urban village. Along with the rising rents brought by urban development and urban villages of demolition,the migrant workers affordable ability is becoming weaken. The living style of urban village can brought the disadvantage of quality of labor force reproduction,which has a negative impact on its long-term development.Fourth, living in the enterprise formed by collective dormitory have influence on labor regime for protection of the rights and interests of migrant workers.The statistical analysis shows that migrant workers live in collective dormitory have less living space per capita, and the infrastructure is very poor, but also the are faced with more serious labor rights and interests of the damage.They work long time than rental housing of migrant workers, but their wages are lower.In the light of the above analysis, this paper argues that migrant workers have a serious housing problems that need to be solved by social policy. The seventh chapter has introduced the recent housing policy and evaluated them. On this basis, according to research conclusions,this paper puts forward some relevant policy suggestions.
