According to the analysis of China’s energy situation and the main existing problems, discussed the necessity and urgency of studying on energy efficient, this paper elaborated the concept of energy saving system in detail.The method of energy saving unit divided is the innovation in this paper. System energy saving industry is divided into six energy-saving units that including industrial energy saving unit, traffic energy-saving unit, building energy-saving unit, community energy saving unit, agriculture energy-saving unit, the tertiary industry energy unit. Analysis unit status of various energy-saving and energy-saving measures and the system energy-saving evaluation index system were established.Though referring to the related literature, energy-saving standards and index system, various energy-saving units’ evaluation index systems systematically were set up. Index systems were divided into four parts that energy, economic, social andenvironent. The index system provides a reference for computing and comprehensive evaluation of the energy-saving performance and potential of various sectors in the future.The Analytic Hierarchy Process(AHP) and Grey Correlation Degree(GCD) method were utilized to evaluate various energy-saving unit performance. The following steps include to normalize, to calculate correlation coefficient, to determine the appropriate weight, and to get weighted relational grade which is the comprehensive evaluation score of performance. The method has a simple principle, suitable forevaluating a small sample index system, and is able to get the energy-saving performance level objectively and accurately.Finally, from the six energy-saving blocks, as industrial, transportation, building, community, agriculture and tertiary industry, this paper collected the various energy-saving unit cases, with the system of energy-saving targets evaluation model, analyzed and evaluate the energy saving performance of each unit. the potential of various energy-saving units were excavated, and the foundation for the later system energy-saving system implementation and continuous evaluation were set.
