In the 21st century, drivern by urbanization, industrialization, informationization and agricultural modernization, the urban and rural social economy has been experiencing a historic transformation. As a carrier of socio-economic development of the county, towns and villages’ reasonable spatial structure is essential to achieve socio-economic transformation and sustainable development. Currently, the spatial distribution of the towns and village has been unable to meet the new requirements of developments, so it objectively needs to be adaptively relocated.Taking the spatial reallocation of the towns and villages in a county as the researching subject, and based on the dominant function positioning of the towns and villages, the dissertation explored the typical pattern, the path, the driving force and the safeguard policies of the spatial reallocation of towns and villages in a county. The main researching work and the basic conclusions are as follows.(1) The dissertation systematically combed existing theoretical and practical research about the towns and villages spatial structure; Then from four aspects, such as the researching contents, the researching scale, the researching methods and the value orientation, the dissertation analyzed the deficiencies of the existing research and defined the future researching directions; Finally, the dissertation considered that the study on the towns and villages territorial function should be a key issue to scientifically push forward the spatial relocation of towns and villages.(2) Explored the basic law of the towns and villages’ formation and evolution from the time dimension. Based on analyzing the social background and the basic features of the towns and villages’evolution in different periods, from the primitive civilization, agricultural civilization, industrial civilization to the ecological civilization, this dissertation thought it is an inevitable trend that towns and villages’functions structure go through from oneness to multiplicity.(3) Analyzed the spatial distribution characteristics of the towns and villages. Dissertation focused on four aspects, such as the density, the scale, the location and the morphology, to analyze the current characteristics of the distribution of China’s towns and villages, which show the difference of towns and villages’ spatial structure is very significant and complex in China.(4) This dissertation elaborated the connotation, the characteristics, the basic classification of towns and villages’function, and the relationship among of the various functions. Based on analysis of the economic function, social function, cultural function and ecological functions, it put forward the basic method of positioning dominant function. The dissertation picked out some functional state indicators which indicate the functional intensity and some functional potential indicators which response functional development trend, to construct the town territorial multi-functional evaluation index system, and then to build the single functional evaluation model, the comprehensive multi-dimensional evaluation model and the four-quadrant analysis model for judging the dominant function.(5) The dissertation stressed the low-carbon, ecology and sustainable development should always be basic value orientation of the spatial relocation of the towns and villages in a county; proposed three typical patterns of the spatial realloction of towns and villages in a county, matching three type towns whose territorial dominant function respectively the agricultural production, industrial production, ecological service.(6) The driving mechanism and policy support. The spatial reallocation of the towns and villages is the result of multiple driving forces interaction. This dissertation analyzed the inner driving forces including the living needs, the production requirements, the culture needs, and so on; discussed the external driving forces from the natural environment, social and economic development and public policy aspects; finally put forward the coupling driving mechanism on the spatial allocation fo the towns and villages in a county. The dissertation analyzed the support policy of the spatial realloction of towns and village in a county; on the macro level, it analyzed China’s land management policy, household management policy and social security policies; on the micro level, it proposed three supporting policies, just as the cooperative management mechanism for the land development and utilization in county, the benefit-sharing mechanisms for land development and utilization in county, and the differentiated towns’government performance evaluation mechanism.(7) Taking Jinhu County as a case, the dissertation oriented the every town’s dominant function in the way of combining analyzing qualitatively and quantitatively, and then picked out three representative towns including Yinji Town (the industry functional leading town), Lvliang Town (the agriculture functional leading town), Mingqiao Town(the ecology dominant functional town), to do empirical research and put forward the three corresponding specific programs on the spatial reallocation of towns and villages.Finally, the dissertation thought that the spatial reallocation of the towns and villages, on the basis of the town’s dominant functional orientation, would be conducive to achieve the dislocation development and the featured development of the county territorial society and economy.
