Rural roads is an important component of the national road network,playing a hugerole in driving the national economy. While rural road maintenance work also facesshortage of funds，low level of technology, management of absence and many other issues,directly affecting the socialist new rural construction and urbanization process.therefore，to strengthen the rural road maintenance, technology, management and other strategiesresearch become a realistic and urgent problem to be solved.In this paper, Tianjin rural roads plays as the research object. To summarizedevelopment of Tian jin rural roads in recent years and analyze he sources of funding ruralroads in Tianjin and future funding requirements bases on the survey of a large number ofdetailed data.Proposing the way of raising financing such as Lottery funding, bond issuefinancing，impose heavy vehicle tax，resource financing and policy-oriented financialinstitutions.Finally discuss the scientific and operational of funding mode in depth toprovide an avenue for conservation fund of rural roads which can effectively solve thedifficult plight of rural highway funding.After then, through access to information and research methods, to know theformulation of model’s shortcomings of the planned maintenance of rural roads in ourcountry and the difference of maintenance methods. Based on the characteristics that hasmuch decision factors and levels of our rural roads，select the hierarchy analysis method tostudy the maintenance decision model of Tianjin rural roads. Through modeling analysis ofmaintenance decision impact factor and other indicators, summing up the evaluation andcalculation model of rural roads， analysis and calculate the weight values of each indexfactor which provides the decision basis for the rural roads maintenance plan.Then research Tianjin rural road maintenance by comparing experiment ofrepresentative sections.Selecting the Shanpi soil to fill pad subgrade and cement stabilizedroad construction and other conservation techniques by comparing economic,quality andreliability of conservation process,under the premise of guaranteeing quality saves moneyand land resources conservation.Then proposing quality evaluation system of rural road maintenance process bases on combining the selected process and engineering practice toprovide a basis for evaluation for for rural road maintenance project quality management.Finally the paper take a combination of field research and literature review combiningwith Tianjin rural road maintenance history of the development process to research thework in Tianjin rural road maintenance management approaches.For Tianjin rural roadmaintenance management in the existing model and its shortcomings, proposing some newconservation philosophies”combine professional conservation and mass conservation，social conservation management，different policy in conservation management”and the"long-term wealth, keep a good road "," science-rich, manage Road "and other newdevelopment concept to ensure rural road maintenance management model to adapt to thenew rural construction methods.
