As the national production safety strengthen to realize two foundations, Work Safety Standardization has been building and certificating continuously, and It has been making more progress in nationwide, high-risk and key industries. However, in the actual operating process, a series of problems, which associate with government propulsion, administration guidance and enterprises establishment, have been arisen, because it is the lack of cognitive of enterprises, shortage of excitation of effected policies, and irregularity of the service market. Enterprises only take care of the authentications instead of the assurance of standardization. This is contrasting to the real aim of work safety standardization. The system science is applied in this research, and set a system of work safety standardization.From the perspective of the system, six main roles of work safety standardization system have been built. With the application of the methods of system analysis, social investigation and literature review, the factors that affect the system development dynamic of work safety standardization have been explored. The relationships between various factors model have been built with the SEM theory. Based on the model above, with the method of system dynamics, the system dynamics model of work safety standardization has been built, and a series of analysis of different kind’s policies simulations and strategy analysis have been conducted. The main results can be seen as followed:(1) The concepts and contents of work safety standardization and its development dynamic have been defined. The system development dynamic contains of environment dynamics, operational mechanism dynamics, and those relationships of different dimensions in the corresponding dynamics. The cor-relationship between them were tested through the method of SEM.(2) The effect is positive extremely, which is from the external environment dynamics of work safety standardization system to the internal operation mechanism dynamics. In all of the operation mechanism dynamics, the mechanism of enterprise has the strongest effect.On the other hand, the safety policy dynamic has the strongest effect on the comprehensive environment dynamics. Besides, the safety needs, safety policy, and safety regulations werepositively influenced by safety culture obviously.(3) The system dynamic model of work safety standardization has been built, Which includes three sub-models of system dynamic, the objective environment and development need, and we have established the functions of all the level variables, rate variables, auxiliary variables and constants.(4) The simulations of different proportion of investment policies, price policies and weight allocation schemes have been conducted. The tendency in the future of number of secured employees, casualty probability of employees, and system development dynamic has been analyzed in various policy scenarios. The corresponding reasons and strategy suggestions have put forward.
