China is a big population county. Food security problem is always the most important foundation problem to the social economical development. In 1978, our country's village reform and opening up firstly started, and the system of household contract responsibility made farmers work initiatively, and made agriculture economy and food production get tremendous development, under the premise of foundation supplies like food ,our country get safety supply, and put forward city economic system reform gradually. We should know that the success of village economic system reform and the food safety provided important support and security for our country's social economic overall development after the practice of the reform and opening up policy. At the same time, the international society pays great attention to our country's food security problem, the American scholar Lester Brown who put forward a rigorous problem in 1995, that is who can feed China. Certainly, the uncontradictive fact indicated that China has not only the ability to guarantee its own food safety completely, but the contribution to the world food safety supplies. During these years, our country's agriculture and village have got overall development, which have also resolved the food security problem nicely. Because our country always attaches importance to the"Agriculture, Countryside and Farmer"issues, persists to carry out the domestic basic and self-sufficient food policy, strengthens the agriculture foundation position continuously, and puts the problem of resolving more than ten hundred million populations meal problem as the first-class important event. For the sake of guarantee the food produce, the nation adopts to protect basic farmland, insure 1,800,000,000 acres of farmlands, strengthen the agriculture infrastructure construction and strongly develop agriculture science and technology expansively, adopt various agriculture-oriented policies etc., by these policies, it has raised the ability of food comprehensive productivity and sustainable development greatly.Jilin Province which occupies an important position in the national food production is our country's important merchandise food base, in the meantime,Jilin is a tremendous agricultural province, so food production will produce great influence to the economic development. Especially in recent years, Jilin province made the full use of the agriculture foundation advantages, and put forward the strategic target to boost billions production, then the food productivity and sustainable development problem become an important topic.The analytical main line of this thesis is food comprehensive productive ability and sustainable development path in Jilin province, it mainly analyzed influential factors to the food productive ability , including water resources , farmland and the agriculture technique etc., then held accurately to the change reasons and processes of the food comprehensive productive ability, and put forward reasonable suggestion to make full use of various resources ,at last carry out food sustainable development in Jilin province .The thesis consists of seven sections:Introduction: State background and significance of the research, the status of foreign and domestic researches, content summary, theoretical foundation and methods of the thesis.Section 1: Based on the current grains production status, analyze major factors such as fresh water, land and technologies that affect grains production. Two approaches to increase grains production are concluded: increase yield and expand acreage.Section 2: Analysis on fresh water resources. Point out that fresh water is wasted in agricultural production. Measures such as scientific planning of water utilization shall be taken. Suggestions on how to increase the efficiency of water utilization are given in allusion to water resources in Jilin Province.Section 3: Analysis on land resources and problems in its utilization. Ideas are expressed on optimizing land allocation. Specifically, suggest level and cultivate land in west part of Jilin Province to expand acreage and increase grains production.Section 4: Analysis on technologies and their role in improving agricultural production environment and increasing grains production. On top of standardization of agricultural technologies, other measures shall be taken such as improving and innovating seeds and species, enhancing planting technology, and making break through in"three rates".Section 5: 30 million tons of total grains production in Jilin Province will be next target after 25 million tons has been achieved. As technology advances and input increases, time to reach the target shall be shorter. 40 million tons is even possible. Suggest solve constraints in grains production including fresh water, land and technologies, and improve grains production capacity by increasing yield and expanding acreage.Increase efficiency of water utilization by channeling Nen River to Baicheng City , building Hada Mountain Reservoir , channeling Songhua River in middle-Jilin, renovating major irrigation systems and making use of cloud water.Protect agricultural land by mucking, regulating black soil and standardizing farmlands. Expand acreage by harnessing land in west Jilin.Increase agricultural technology utilization by introducing pioneer projects of mechanical production , planting and promoting improved seed varieties , integrating of production technologies, and preventing disease, insects, worms, weeds and rats.Grains production will be increased through above-mentioned systematic works.Sumary: Summary and suggestions of the thesis. Jilin Province has a great potential in increasing grains production. Grains production increase must be implemented due to its great social, societal and ecological importance.
