Insufficiency of creative abilities created a major barrier for sustained economical development in China. The way for improvement of industrial structure should be changed from the traditional one relied on foreign investment and simple technology import to the new one based on industry self-innovation capability. Industry self-innovation capability has been a hot issue since it was focused by both of government and industry community. Therefore, establishing index system for exploration of industry self-innovation capability has various benefits such as learning about the situation and finding out the weaknesses of industry self-innovation capability in China, offering an equal angle for construction of national innovation system, supplying bases for decision-makers to work out industry policies and to operate macroscopic management, helping industry technology and regional economy moving forward.Based on current study literature, comparing the self-innovation activities and abilities from three stages including corporations, industries and the nation, the definition of industry self-innovation has been produced. Not only is industry self-innovation a set of all corporations'self-innovation capabilities, but also it is the basis and representation of national self-innovation capacity. Furthermore, national self-innovation capability system in broad sense is composed of corporation's self-innovation capabilities and national self-innovation capability in a more restricted sense while these capabilities have position disparity. Meanwhile, industry self-innovation capability is a complex of dynamic development from middle view which equally emphasizes the technological innovation and institutional innovation and balances the introducing innovation and self-innovation.Concentrating on the core view, there are seven chapters in this paper. Introduction is the first chapter and consists of research background, the theme of research, basis of choosing topics, research structure, the content of research, methods for doing research, the innovations and weaknesses. At the same time, after analyzing current studies particularly, it is believed that connotation, features, key meaning, solution, suggestion are focused by scholars throughout the world whilst the capability and evaluation of self-innovation are paid less attention. Noticeably, some scholars just study the self-innovation capability from two angles including companies and the country but ignore the capability and evaluation of self-innovation in the stage of industry community particularly.The second chapter describes how self-innovation capability formed. In the first place, by indicating current definitions of self-innovation and pointing out the fact that no clear and standard definition existed, the author put forward that self-innovation is an activity of innovation with the ability of self-control and business values held by natural man, legal man and entity without legal personality or is allowed to be own according to relative laws and regulations. After giving the explanation of the definition of self-innovation from three parts including the subject, the three ways and essence of self-innovation, the two main features of self-innovation referred to the autonomy and innovative and their representations are discussed. In the second place, by analyzing the connotation and influencing factors of self-innovation-capability, it is said that the cultivation and formulation of self-innovation is a dynamic system engineering which consists of technological innovation capability and institutional innovation capability. In the third place, how self-innovation formed is emphasized in this chapter. Precisely, the capability of self-innovation is decided by the system structure which consists of technological innovation and institutional innovation whereas the improvement of the capability of self-innovation is promoted by the interaction and mutual influences of self-innovation and introducing innovation. Meanwhile, technological innovation and institutional innovation that are bases of self-innovation capability are inseparable and can strengthen the capability of subject of the self-innovation for potential profit. Technological innovation and introducing innovation play opposite roles in the influences of self-innovation capability. Specifically, self innovation means the internal influence and stock which determines the degree of self-innovation capability, while introducing innovation represent the external influence and flow which enhances the self-innovation capability from outside of the system.The third chapter illustrates how industry self-innovation capability formed. Similarly, the first step is a description of literature review about the definition of industry self-innovation capability from four aspects including the subject, the forming conditions, specific representation and the goal. By joint efforts from all subjects of innovation in a particular industry community, the dominant innovation property makes innovation with the major innovation profit to build an integral ability which exactly is industry self-innovation capability. In order to understand the position of industry self-innovation capability accurately, discrimination among industry self-innovation capability and corporations'self-innovation capability and national self-innovation capability is created. The core of this chapter is how industry self-innovation capability formed and is discussed from two angels. On the one hand, in the view of the relationship between institutional innovation and industry self-innovation capability, the innovation from the angel of industry means the innovation of generic technology whilst it means modulations and changes to the particular system of industry institution from the industry angel. On the other hand, in the view of the relationship between introducing innovation and industry self-innovation capability, the unions of self-innovation and intra-industry trade which are the new form for industry self-innovation and industry introducing innovation respectively have great effects on the formulation and promotion of industry self-innovation. Consequently, the interactions between technological innovation and institutional innovation, and introducing innovation and self-innovation constitute two dimensions for development of industry self-innovation capability. Finally, typical examples such as the innovation of mobile industry in China and that of iron industry in South Korea for supporting appear to an ending of this chapter.The content of chapter four is quantitative analysis that the evaluation of industry self-innovation capability. Based upon present study of evaluation of self-innovation capability, an index system of four classes for industry self-innovation capability evaluation is created, by using the principles including combination of scientificity and practicability, combination of comprehensiveness and emphasis, combination of comparability and potentialities and the moderate scale of index system. More specifically, there are two primary indexes,three secondary indexes and seventeen tertiary indexes in the index system. Furthermore, the author gives specific analysis for explanation why those indexes should be members of this index system and take entropy method as the calculate method of weight of indexes. And then, econometric model for industry self-innovation capability is put forward and analyzed by utilizing theories.Experimental analyses for theories and models above become the main body of chapter five. Through the utilization of data from《high-tech industry Statistical Yearbook of China》between 1998 and 2007, chapter five evaluates the high-tech industry in China and the specific industries and the situation of industry self-innovation capability of high-tech industry in Jiangxi. Then five industries as follows:high-tech industry of China, high-tech and medicine manufacturing industry of Jiangxi, aerospace, electronic and telecommunication equipment and computers and office equipments industry, medical equipments and meters industry are chosen as specific study subjects. Calculating by using entropy method and SPSS 15.0, the results of the technological innovation capability and institutional innovation capability and self-innovation capability of five industries during 10 years come out. Meanwhile, comparisons for their features and deep analyses for their future and trend by taking high-tech industry of Jiangxi as an instance are discussed.In the chapter six, solutions and suggestion for improve the industry self-innovation capability are mainly illustrated and divided into two parts that one is correctly handling the relationship between introducing innovation and self-innovation, the other one is correctly dealing with the relationship between technological innovation and institutional innovation. Countries should emphasize the construction of the original innovation system and companies should highlight the innovation making after digesting the old introducing innovation while industries ought to accentuate the utilization of ways of innovation. What's more, from the viewpoint of technological innovation, the innovation and utilization of industry generic technology determine the promotion of industry self-innovation capability while from the angel of institutional innovation, the innovation of the specific industry institutional system is the key to promotion of industry self-innovation capability. This chapter also puts forward some specific measures on how to improve the self-innovation ability of high-tech industry.Consequences and expectations of this research are described in the last chapter and the summary of gradual research results and ideas for relative in-depth study in the future are showed as well.
