Going with the intensified competition among enterprises, consumers' personalities are enhanced. And market environment presents dynamic and complex characteristics. What enterprises should do to continuously improve their advantages for the competition in the dynamic and complex environment, which is a problem to be urgently resolved for both theorists and business? The same are the world or domestic leading enterprises. Why are some enterprises struggling to develop, while others are keeping evergreen? The key point lies in whether enterprises can realize changes in the environment and actively adjust, reconstruct or innovate the existing strategy that is the issue of strategic flexibility. Scholars at home and abroad made a related research and put forward the concept of strategic flexibility, clarifying the constituent elements of the strategic flexibility. However, the current research lacks the thinking about strategic flexibility from the level of system, meanwhile, the ones that deeply explore the operating process of the system are few and research on quantitative measure is even rarer. Therefore, research on strategic flexibility system, to enterprises in a dynamic environment adapting to the environment, actively creating an environment, thus continuing to enhance core competencies, has a very important theoretical and practical significance.The paper is based on organizing flexibility theory, system-analysis theory and dynamic capabilities. In terms of the formation of strategic rigidity and negative effects of such issues, the term of strategic flexibility is put forward. And a model of the system is built. Then the specific analysis and interpretation are respectively made to the two subsystems of the model, that is the subsystem of flexibility elements and the subsystem of flexibility mechanism. It measures the contribution rate of these flexibility elements to the whole system, analyzs the logical process of flexibility mechanisms and proposes four concrete implementation measures of strategic flexibility system for dynamic environment. In the end, it simulating and demonstrating the feasibility of flexibility system through the Kingdee case, which strengthens the practical significance of the study. This research obtains the following conclusions: 1. It reveales the formation of business strategic rigidity and its negative effects on the enterprises in dynamic environment. The viewpoint held is that the asset-specific, the stability of organizational structure, the memory of cultural organizations, and cognitive inertia, which are all main factors to promote the formation strategic rigidity. Once strategic rigidity is formed, the negative effects on the enterprises will emerge:leading to a lack of adaptability of enterprises, a shortage of engine of innovation and the decline in business achievement. The above shows the necessity and the urgency of building the strategic flexibility system.2. It constructes a model of flexibility system. Under the premise of the design of the function and features that enterprise strategic flexibility system should possess, a model of flexibility system is built with basic ideas about model construction. The body structure is composed of the subsystems:flexibility elements and flexibility mechanisms. Flexibility elements include:resource flexibility, organizational flexibility, and cultural flexibility, leadership flexibility; Flexibility mechanisms include:environmental scanning mechanism, information analysis mechanism, dynamic matching mechanism, the strategic control mechanism. Finally the mechanism of the enterprise strategy system model is analyzed.3. It analyzes a detailed analysis of flexibility elements and conducting a scientific measure to them. Explaining the flexibility elements and their ability factors and giving a specific analysis of the basic functional properties of the elements. Then based on theoretical analysis and empirical research, the collected data are collated and analyzed through analytic hierarchy process (AHP). It measures the weight of the flexibility elements, and then gets four flexibility elements and the contribution rate of specific programs to strategic flexibility system. The above is done to ensure that enterprises improve the four flexibility elements and the programs in the specific implementation of strategic flexibility system.4. It analyzes the composition and operation of flexibility mechanism. The flexibility mechanism subsystem is the formation of modular, which is conducive to the integration of flexibility elements done by flexibility mechanism. The composition of modular form much more favors the functioning of strategic flexibility system. The specific operating conditions are proposed based on understanding the internal structure and principles about mechanism. And the whole functioning process of this mechanism is simulated. The flexibility mechanism takes environmental scanning mechanism as starting point, searching for a massive amount of environmental information. In order to get strategic information, enterprises process and analyze vast amounts of information via data mining engine in the information mechanism. Dynamic matching mechanisms basing on the strategic elements will place flexibility elements into value chain of business strategy. And strategic controlling module controls the operation of the whole flexibility mechanism.5. It proposes the dynamic matching between strategic flexibility system and enterprise environment. According to some scholars'research results, from the dynamic frequency of the environment and the impact on enterprise environment, the environment is divided into four basic parts:balance, fluctuations in equilibrium, punctuated equilibrium and non-equilibrium. In order to verify a positive correlation between the quality of strategic flexibility system and environment dynamic frequency, the paper makes a qualitative reasoning. According to the qualitative analysis of the matching between strategic flexibility system and dynamic environment, and in terms of four kinds of environment which enterprises are facing, the following strategies of strategic flexibility system are respectively put forward:the Staedy-state Flexibility strategy in a balanced environment, the Operational Flexibility strategy in fluctuations in equilibrium, the Structural Flexibility strategy in punctuated equilibrium, and the Innovative Flexibility strategy in non-equilibrium. In the analysis process of four strategies about strategic flexibility, flexibility elements and flexibility mechanism are focused on.In short, the theories and the findings of empirical research in this paper have important theoretical significance and practical insights. Strategic flexibility system is constructed in the enterprise provides a new, practical perspective and ideas for enterprises to actively adapt to and create environment.
