The concept about land use is changed from destructive use to intensive use by the research on reasonable supply scale of land for urban construction. This study plays an important role on the rational distribution and optimization of urban industries, is conducive to improve the city economic benefits and change the current status that the total amount of urban construction land is too large while the use efficiency is too low; is useful for confirming the supply amount,structure and timing of urban construction land; and also is conduce to determine an appropriate annual supply plan of construction land and strengthen the urban construction land-use planning and regulatory efforts. A reasonable allocation and intensive use of land resources is get through optimizing the urban construction land. So that the supply of land for urban construction is more scientific, and is make a real possibility for quantitative management of the urban construction land.The reasonable use supply of Urban construction land refers to a number and structural arrangement in order to satisfy the request of land use. That is the supply structure, quantity and appropriate timing of construction land must be meet the development needs of regional economic and social, and in harmony with the environment. To optimize the the supply structure of construction land for improving economical use and efficiency of land use. And the possibility of taking reality and maneuverability need to take into account.To optimize the supply structure step by step and adjust the supply dynamicly for balancing the economic, social and ecological environment. The Paper studies mainly from the following aspects:1. Analyses the problems involved in supply and demand balance in the process of urban construction land use and supply in Chongqing .it is may arised the coexistence of supply tension and waste use in Chongqing. Then presents the reasons for failure of the annual urban construction land supply plan. The paper points out the shortcomings of their research by expatiating the existing domestic and foreign studies and discusses the research objectives, significance, methods, and innovation.2. Explores the meaning and characteristics of reasonable land supply scale for urban construction. From the system of science, sustainable development, the supply and demand rule of urban construction land, analyses the content and features of reasonable land supply scale for urban construction, and presents the concept of reasonable supply scale of land for urban construction.3. Evaluates land supply benefit, supply structure, incremental supply potential and the stock supply potential for construction in Chongqing.It lays the foundation for the establishment of supply scale. Establishes comprehensive evaluation system for estimating the use potential of urban construction land. Based on the appropriate potential levels ,analyzes the land supply potential and finds available capacity of land for urban construction to make decision whether urban need to expansion outward by using matter-element model to resolve incompatibility issues.4. Reforms and improves the land supply decision-making management model of land for urban construction. It presents a practical feasibility model for supplying construction land based on the urban land supply system in China and combined the actual situation in Chongqing, by introducing the supply policy-making and planning. And it effectively solves the current problems of land supply management in Chongqing.5.Aiming at the deficiency of the current research methods on widely adopted linear model including input-output, econometrics and goal programming, a series of dynamic problem, such as time lag in environmental change and input-output during the process of urban construction land using was put forward. Meanwhile, the deficiency of parameters difficult to accurate quantitative and existed high casualness was resolved. Above all are based on SD-MOP integrated model. According to establish SD-MOP integrated model, the urban construction land use structure, various type of urban construction land proportion and the complicate behavior of a system were dynamic simulated. According to the comparison between the simulated results and rational criterion of urban construction land use structure, the rationality of urban construction land use structure is analyzed, which is helpful to observe and control the dynamic trend and objective law of system behavior of structural optimization of urban construction land use, and to offer possibility for quantitative management of urban construction land.6. Presents some measures and suggestions for ensuring the reasonable land supply scale for urban construction in Chongqing.In this paper, the innovations embodied in the following two areas:1. Presents a new interval number sequence processing method based onβdistribution in the handling of qualitative indicators when intensive use and potential evaluating about land for urban construction in ChongQing. The method covers the uniform distribution to approximate normal distribution and a variety of asymmetric distribution, and the random variables scale is a limited close interval. Adopts X ~β(a, b) distribution to fit the distribution of interval number sequence, and then find the mode which can reflected the most experts views even if some experts make extreme advices based on the number features ofβdistribution2.Estalishes the system dynamics model of reasonable land supply scale for urban construction which reflects the optimization of overall efficiency in economic, social and environmental benefits. In order to overcome the defects of system dynamics model that it is difficult to accurately quantify some parameters in predicting the optimal design of project, the paper adopts a multi-objective programming model (MOP) to determine the parameters.The merits of the MOP are better coordination the interests of a variety of competing goals and optimize the algorithm. That is combined System dynamics model with multi-objective programming model (SD-MOP) to determine a reasonable land supply scale. It can make decision more scientific and realistic with the combination of two applications. At the same time, It can realize the goals of dynamic adjustment and flexibility planning objectives in the process of the land supply for urban construction by using a powerful man-machine conversation function of system dynamics based on SD-MOP integrated model.
